As a leading edge IT consulting firm, Avocette Technologies is growing and has an exciting 12 month full time contract plus possible extension opportunity for a Specialist Project Manager to join our client in the greater Vancouver area remotely. We work with a wide range of clients including government and crown corporations, community services agencies, healthcare providers, and professional services organizations. Please note, both Avocette Technologies and our client will not cover relocation costs

Experience with various levels of Government (provincial and local), Crown Corporations and Healthcare would be considered highly desirable but not mandatory.


Our client is looking for a Project Management Specialist with significant experience managing multiple large projects using hybrid delivery (agile waterfall) or agile scrum delivery methods. The Project Management Specialist has an agile mindset, is an innovative problem-solver, accountable for the entire project scope, project team, resources, change records, issues, and the success or failure of the project. They are also required to manage risks in interrelated projects and have a strong understanding of the interdependencies between technology, operations, and business needs. Our client has adopted the Scaled Agile Framework (SAFe) and as such, the Project Management Specialist will be managing hybrid delivery projects within the context of the SAFe framework. The Project Management Specialist is expected to adopt the SAFe framework by leveraging their past hands-on project management experience to determine fit for purpose for successful hybrid project delivery. This project will be working closely with the business to deploy an initiative supplied by an external vendor.

Specific Responsibilities and Deliverables:

  1. Managing all aspects of one or multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives across one or multiple lines of business
  2. Providing leadership to the project team by building, coaching and motivating team members to meet project goals and milestones
  3. Owning the full project life cycle including implementation from initiation to deployment for one or more major initiatives simultaneously
  4. Developing and managing all aspects of the project and program including planning, external vendor relationships, communications, resources, budget, change, risks, issues, and day-to-day project activities including:
    1. Setting and continually managing project and program expectations while delegating and managing deliverables with team members and stakeholders
    2. Preparing estimates and detailed project plan for all phases of the project
    3. Managing project scope and changes
    4. Procuring adequate resources to achieve project objectives in planned timeframes
    5. Developing and delivering progress reports, proposals, requirements documentation and presentations to various audiences, including project teams, sponsors, senior executive management, and key stakeholders
    6. Reporting on project success criteria results, metrics, test and deployment management activities
    7. Managing ongoing quality control and participate in quality issue resolution
    8. Defining the Statement of Work and Specifications for requested goods and services
    9. Monitoring, tracking, and controlling outcomes to resolve issues, conflicts, dependencies, and critical path deliverables
    10. Defining success criteria and disseminating them to involved parties throughout project and program life cycle.

The Project Management Specialist is also required to:

  1. Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence
  2. Participate in establishing practices, templates, policies, tools, and partnerships to expand and mature these capabilities for the organization
  3. Participate and/or drive feasibility studies, vendor selections and proposals for evaluation by appropriate stakeholders.

Mandatory Requirements:

  1. 15+ years of project management experience managing multiple large hybrid delivery (agile waterfall) or agile scrum delivery methods that span one or multiple business units.
  2. Extensive understanding of agile, hybrid, and waterfall project and program management principles, methods, and techniques
  3. Extensive experience in project management including creating and monitoring project plans, schedules, budgets and resources; status reporting; managing project issues and risks; and change control.
  4. Excellent verbal and written communication skills including extensive experience in preparing status reports and presenting to sponsors, IT and business stakeholders.
  5. Extensive experience in coaching, mentoring, motivating, and supervising teams including the ability to communicate, set, and maintain clear expectations.
  6. Extensive experience in negotiating for and sharing resources with others.
  7. Excellent understanding of financial analysis and principles of project cost estimating analysis.
  8. Experience participating in and leading agile scrum teams.
  9. Training and certification (e.g., SAFe for Teams or SAFe Scrum Master), or willingness to undertake training and obtain certification within two (2) months from commencement of work.
