Responsibilities · Oversee the day-to-day operations of the Inspections Unit including scheduling, organization, prioritization, co-ordination and monitoring work; · Provides leadership to the Inspections Unit including technical support, training and development, team building, problem solving, dispute resolution, performance review, health and safety and related personnel decisions in coordination with the CBO; · Provides technical guidance and enforcement support to the Inspections Unit in the interpretation and application of the Building Code Act, Ontario Building Code, related/applicable regulatory standards and assigned bylaws; · Carries out plans review and inspections related to all buildings with a focus on Small, Large and Complex Buildings, appurtenant systems and assigned bylaws. · Working in a team environment, provides assistance to the Manager/CBO when required, providing technical guidance and enforcement support to Plans Examiners, Zoning Examiners and Application Examiners, as necessary, in the interpretation and application of the Building Code Act, Ontario Building Code, related/applicable regulatory standards and assigned bylaws; · Reviews and evaluates permit applications, complex designs/specifications, reports and alternative/advanced design and construction solutions prepared by a variety of professional designers, qualified designers and inexperienced homeowners pertaining to all classes of buildings and appurtenant systems, for compliance with the Ontario Building Code, applicable law, assigned standards and bylaws, prior to permit issuance, with a specialized focus on Small, Large and Complex Buildings as defined by the Ontario Building Code; · Inspects and investigates a variety of sites involving complex construction by employing expert and sound enforcement procedures to obtain compliance on all classes of buildings and appurtenant systems, for compliance with the Ontario Building Code, applicable law, permit drawings/specifications and assigned standards and bylaws, with a specialized focus on Small, Large and Complex Buildings as defined by the Ontario Building Code. Conducts follow-up inspections to ensure compliance; · Provides on-site emergency response and initiates resolution to structural failures and building emergencies by directing emergency personnel, engineers, contractors, etc. to remediate unsafe conditions that threaten public safety; · Responsible for the investigation of complaints related to illegal construction activity including the implementation of appropriate enforcement action. · Issues orders in accordance with the Building Code Act and prepares records/documentation for Building Code violations for court proceedings and appears and gives evidence in court; · Works in concert with the Property Standards Officers, Fire Prevention Officers and other municipal inspectors on site inspections as necessary; · Reviews site plan development applications and other planning applications, represents the Division and Manager/CBO by attending meetings respecting Town-business, and provides comments as required; · Prepares reports, memos and other correspondence regarding building activities; · Participates with agenda preparation for regular meetings with inspection staff to discuss procedures, concerns, new standards/regulations/processes, health and safety and/or training requirements; · Provides technical and/or administrative support to the Manager/CBO including conducting research, providing opinion, monitoring workloads of the inspectors. · In the absence of the Manager/CBO, performs the statutory duties of the CBO in accordance with the Building Code Act and the Ontario Building Code, as appointed; · Assists the Manager/CBO with the establishment of operational policies for the enforcement of the Building Code Act, the Ontario Building Code and assigned bylaws; · Exercises powers and performs the duties assigned under the Building Code Act and the Ontario Building Code in accordance with the standards established by the Code of Conduct for Building Officials; · Represents the Town as a senior expert witness regarding Building Code Act and Ontario Building Code prosecutions, enforcement and appeals at Provincial court, Building Code Commission, etc.; · Identifies, delivers and secures needs within the Inspections Unit, for training to develop technical expertise and maintain technical credentials to comply with regulated obligations; · Approves expenditures of the Inspections Unit within assigned parameters; · Keeps apprised of current and leading edge solutions and methodologies, researches, analyses and approves proposed solutions related to new and innovative designs and construction methods; · Develops and maintains relationships with internal and external stakeholders using sound analytical and negotiating acumen to come to mutually satisfactory solutions for complex problems; diffuses emotionally charged customers and clients on sensitive and complex matters; · Champions the corporate Strategic Priorities among colleagues and the public; · Supports, promotes and ensures adherence to corporate policies and health and safety regulations and delivers and secures training to support corporate values for service delivery and employee wellness; · Ensures compliance of the Occupational Health and Safety Act and other applicable legislation · Enforces the Town's Health and Safety Program, procedures and best practices. · Implements, conducts, and ensures due diligence of all health and safety matters including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards. Minimum Qualifications Education and Training: · Three (3) year college diploma in Building/Construction Engineering Technology or relevant discipline · Accreditation with the respective professional organization as an Architectural Technologist or a Certified Engineering Technologist would be an asset · Ontario Building Officials' Association membership with Certified Building Code Official designation · Mandatory Qualifications filed with the Ministry of Municipal Affairs and Housing to perform the duties of Chief Building Official and inspector under the Building Code Act in a variety of disciplines including the legal framework, health and safety, structural sufficiency, fire protection, resource conservation/energy efficiency and barrier-free accessibility. · Completion of a management/leadership training and certification program would be an asset Experience: · Six (6) years of experience in a role involving building regulations and standards, problem solving, public service/relations including experience in a leadership role involving administrative, technical and enforcement processes in the construction industry; · Experience in a municipal environment is required; · Experience in developing policy, procedures and standards required to enforce regulatory standards and deliver customer service would be an asset; · Up to one (1) year on the job for the period of adjustment, orientation, and adaptation. Knowledge: · Experienced and expert working knowledge of the Building Code Act, Ontario Building Code, applicable laws and applicable municipal bylaws; · General knowledge of public policy, practices and current issues affecting local government with an understanding of public sector management accountability frameworks; · Enhanced risk management awareness training. Competencies: · Expertise in analytical, problem-solving, organizational, public relations, negotiating and communication skills; · Ability to deliver the above competencies to a wide variety of clients including elected officials, all levels of staff, government, industry professionals and the general public in a manner bestowing tact and diplomacy; · Strong and proven leadership skills, with an aptitude for coaching and mentoring that has been obtained through related courses and practice, in a dynamic, customer service-oriented environment with the ability to deliver services confidently and decisively; · Ability to make sound decisions to complex problems within the intent of applicable legislation; · Sensitivity to matters of public and political interest; · Skilled ability to obtain success in mediation, negotiation and dispute resolution in a customer service environment. · Proficient in the use of office, project management and design software ; · Strong, demonstrated competencies in the implementation of workload tracking and mobile software solutions would be a considerable asset; · Availability to attend evening and weekend meetings, emergency inspections, etc.; · Valid Class 'G' Driver's license and reliable vehicle to use on corporate business; · Driver's Abstract in good standing required to operate Corporation vehicles; · Police Vulnerable Sector Check is required by the Town as entry into dwellings is required. Physical Demands and Working Conditions · Regular travel to construction sites in all weather conditions to conduct building inspections and evaluations of buildings under construction and of unsafe buildings in routine and emergency situations. · Normal office conditions routinely requiring extended periods of time preparing documents, reviewing permits and evaluating design and construction solutions;
