Instructional Curriculum & Content Developer

Contract Position: December 2025 March 2026

Opportunity

The Immigrant Services Society of BC (ISSofBC) is seeking qualified independent contractor(s) to develop and refine asynchronous, self-paced employment curriculum modules for newcomer learners. This contract focuses on designing, producing, and launching 20-hour, self-directed Moodle courses. The ideal contractor will have deep experience in instructional design, curriculum development, and online adult education, especially with asynchronous content and Learning Management Systems such as Moodle.

The overall project involves developing 22 micro credential courses for workplace and occupational training purposes, each course containing 20 hours of content.

Projects & Initiatives

Curriculum Development & Instructional Design (Async Focus)

  • Develop self-paced, asynchronous program curriculum as 20-hour Moodle courses, structured into 5 lessons each.
  • Design and produce programs aligning to project standards, according to program framework and content delivery expectation.
  • Ensure content mix of 50% instructor-led learning (original videos, slides, MCQs) and 50% self-learning (readings, public videos, case studies, quizzes).
  • Adapt subject matter for diverse, international audiences to ensure accessibility, engagement, and inclusivity.
  • Collaborate with ISSofBC project leads for feedback, review, and course launches.

Content Development & Research

  • Research relevant labour market information, employer trends, and Canadian employment standards.
  • Develop engaging digital learning assets and assessment tools for each module.
  • Set up and upload all materials in Moodle, ensuring smooth flow and functionality for self-directed adult learners.
  • Integrate interactive elements (quizzes, assessments, video, external case studies) to maximize learner participation.
  • Provide guidance for accessibility, IP compliance, and best practices in self-paced e-learning.

Technical Adaptation & LMS Integration

  • Build course structures directly in Moodle, including all resource uploads, sequencing, and assessment deployment.
  • Test content for compatibility, usability, and compliance with ISSofBCs e-learning requirements.

  • Deliver course handoff and brief training for ISSofBC staff on course maintenance and updates.

Additional Responsibilities

  • The Contractor may be asked to undertake other duties reasonably related to the scope of the work and within the Contractors expertise.

QUALIFICATIONS

  • Degree in Education, Communications, Social Sciences, or related; equivalent combinations of education and experience will be considered.
  • 3+ years experience in online curriculum development, e-learning, and instructional design for diverse learners.
  • Demonstrated experience creating self-paced modules in Moodle or comparable LMS platforms.
  • Strong multimedia production (video/slides/quizzes) and digital content writing skills.
  • Familiarity with adult education principles, accessibility standards, and managing large curriculum projects. Sound knowledge of ESL is preferred.

SKILLS & ABILITIES

  • Excellent written, verbal, and digital communication skills, able to create clear, compelling instructional content.
  • Strong project management and organization skills, able to handle concurrent courses and strict deadlines.
  • High proficiency with Learning Management Systems (especially Moodle) and online collaboration tools (Microsoft Office Suite, Google Docs, Teams, Zoom, project management apps).
  • Experience with AI video and avatar creation platforms such as Synthesia for building digital instructional content.
  • Expertise in recording and editing instructional videos using webcam, screen recording, or digital avatar tools.
  • Commitment to equity, inclusion, IP compliance, and development of learner-centered, accessible e-learning.
  • Ability to adapt curriculum to new technologies and integrate multimedia to enhance engagement and learning.

Engagement Terms

  • Period: Contract runs December 2025 to March 2026.
  • Fee: $1,500 per completed and approved 20-hour Moodle course module.
  • Contractors must provide their own equipment (computer, internet, software).
  • Location of service delivery is determined in consultation between the parties.
  • Any content, proposals, or research created as part of this contract will remain the intellectual property of ISSofBC.
  • The contractor must adhere to ISSofBCs confidentiality policies and not disclose or use any sensitive information outside of their work with ISSofBC.
