Reporting to the Director, Human Resource Services and consistent with the Mission, Values and policies of St.Amant, the Manager, Staff Scheduling is a critical role in ensuring the success of St.Amant business and operations.

Exemplifying the mission, vision and values of St.Amant, the Manager, Staff Scheduling works collaboratively with partnered programs while offering employees respectful customer service.

The Manager, Staff Scheduling leads the Staff Scheduling Team and assists management in identifying and analyzing options and recommends business process enhancements. The Manager performs tests and training to ensure all processes work according to the pre-determined goals identified. The Manager provides project oversight from design to implementation, ensures personnel actions are in compliance with current Human Resources policies and guidelines, and serves as liaison among service areas.

The Manager, Staff Scheduling is also responsible for the ongoing operation of Staff Scheduling Services, which responsibilities include the interpretation and application of St.Amant Policies and Procedures and Collective Agreements as they pertain to remuneration, hours of work, scheduling of hours, replacement of staff, awarding of shifts, vacation, etc. The Manager is responsible for the development of process and procedures related to input, processing and administration of scheduling related functions.

In collaboration with program/service managers, the Manager, Staff Scheduling ensures that sufficient staffing levels are maintained so that the day-to-day staffing needs of programs and services areas are met, as well as ensuring that the long-term planning and scheduling needs for vacations and leaves of absence are covered in an efficient and cost-effective manner.

The Manager, Staff Scheduling assumes responsibility for staff supervision and program leadership to the Staff Scheduling personnel.

Qualifications:

Educational and Professional:

  • Grade XII diploma or certificate
  • Post-secondary education with a focus on Human Resource Management, Business Administration, or an equivalent combination of education and relevant work experience
  • Completion of a recognized supervisory or management training program or related leadership experience is an asset

Professional:

  • Minimum of five years' previous experience in staff scheduling within a unionized environment, preferably in a healthcare setting
  • Experience in leadership positions and team building
  • Experienced and knowledgeable in Human Resources, Payroll Processes, Scheduling processes and Collective Agreements
  • Ability to investigate facts, analyze information, interpret collective agreements and legislation
  • Experience in developing training plans and training documents (manuals)
  • Strong knowledge of Quadrant (QHR) or comparable HRIS
  • Excellent verbal and written communication skills
  • Excellent problem solving and analytical skills
  • Working knowledge of, and experience in, utilizing and creating databases and spreadsheets
  • Considerable ability to make routine decisions in accordance with departmental policies and procedures
  • Excellent organizational and time management skills
  • Ability to develop and maintain effective working relationships both internally and with external parties

Duties and Responsibilities

Program/Service Support

Consistent with the Mission, Philosophy and Policies of St.Amant, the Manager, Staff Scheduling provides a broad range of quality activities. Quality services are evident when professional communication, timeliness, accuracy, ethical awareness / sensitivity, confidentiality are consistently demonstrated as required by legislation and program/service standards.

  • The Manager, Staff Scheduling identifies, tracks, monitors, communicates on project updates, and provide oversight from design through implementation. They ensure that progress is made within the expected guidelines and complete projects on a timely basis.
  • This role requires collaboration amongst a variety of departments in assessing needs for various business functions with the organization, which may include assisting management in identifying and analyzing options and implementing business process enhancements. Any relevant changes in policies or procedures affecting Staff Scheduling are communicated to program leaders, unions and employees.
  • In addition, they show accountability for appropriate scheduling support to the respective program teams to ensure that services provided are customer focused and enable the program to function in a cohesive and effective manner. This includes collaborating with program Managers to ensure that the scheduled rotation, start, and stop times and qualifications meet the needs of the programs and service area.
  • The Manager, Staff Scheduling is responsible for reviewing the vacation entitlement list to ensure its accuracy and is responsible for schedule roll out prior to the start of each fiscal year for all programs along with communicating and planning Staff Scheduling support to Annual Vacation Planning for unionized members.
  • Other duties include Payroll time verification on a biweekly basis, schedule template adjustments based on submitted Position Requisitions, updating QSS delegations, developing process and procedure manuals, ad-hoc complex queries and analysis, and others as assigned.
  • The Manager, Staff Scheduling assigns delegate Staffing Resource Administrator in situations of absence.
