Job Title: Reintegration Housing Worker

Reports to: Executive Director

Purpose:

The Reintegration Housing Worker (RHW) supports women, gender-diverse people, and others leaving incarceration as they transition into safe, stable housing in Winnipeg. Grounded in harm-reduction, trauma-informed, and culturally responsive practice, the RHW provides case management from pre-release planning, community tenancy, ensuring participants connect to housing, income support, health care, cultural resources and community networks.

Pre-Release & Intake:

· Attend the Women's Correctional Center and Remand to conduct holistic housing assessments that center participant goals, culture, and safety prior to release for the Transitional Housing program

· Assess each individual's unique needs and release timeframe

· Provide information to women regarding processes, procedures, and conditions involved with the transitional housing program

· Coordinate with community housing providers to secure appropriate housing when residents are ready to transition into permanent housing in community

Housing Search & Placement:

· Develop individualized housing plans and budgets when participants are ready to transition to permanent community housing

· Liaise with community housing providers, arrange rent, damage deposits, and utility set-up

· Arrange move-in supports and furnishings in coordination with their Housing Support Mentor

· Build and sustain a rooster of landlord partners in the community

· Provide mediation for any tenancy issues

Responsibilities and Key Duties:

· Maintain strict confidentiality with all clients

· Maintain accurate electronic case notes

· Data collection, evaluation and reporting for funders

· Case Management

· Coordinate access to EIA, mental health, substance use, primary care, education/employment and other resources dependent on their goals

Relationship Building:

· Connect women to community resources as needed

· Advocate for women in the transitional housing program and assist them to navigate systemic barriers related to community housing

Interaction with the Public:

· Interact professionally and empathetically with transitional housing program residents on a regular basis

· Regular interaction with correctional facilities, including probations.

Working Conditions and Environment:

· Primarily working within an transitional home setting

· Other work locations within the community, including but not limited to correctional facilities, etc.

· Travel within the city of Winnipeg, and possible travel outside the city of Winnipeg when required

Knowledge and Skills:

· Strong relationship-building, crisis-intervention and conflict-mediation skills

· Understanding of Manitoba tenancy legislation, income assistance, and community housing resources

· Proven ability to work with individuals experiencing homelessness, criminalization, substance use and trauma using harm-reduction and strength based approaches

· Has awareness and understanding of indigenous community needs including the impacts of historical traumas and events

· Knowledge of how colonialism and criminalization impact Indigenous women

· Familiarity with and experience working with LGBTQ2S+ persons

· Problem-solving skills

· Leadership and organizational skills

· Ability to coordinate programing requirements with co-workers, and community agencies

Education and Licensing:

· Post-secondary education in a relevant field, or combination of relevant knowledge and experience

· Must possess a valid Manitoba Drivers' License

· Must have a clear criminal record check and ability to gain security clearance to the Winnipeg Remand Center and the Women's Correctional Center

Experience:

· 2 – 4 years relevant experience working within a similar capacity, 4+ years' experience preferred

· Experience networking and communicating to build professional relationships in the housing sector and with relevant community partners
