The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self-motivated and detail-oriented individual to provide support as a Field Manager, Liquor Inspections within the Liquor Licensing and Inspections Branch.
This position is required to work on-site.
This position is responsible for overseeing compliance within the liquor industry and managing the day-to-day operations and administrative functions of the unit, based in the Saskatoon Office. As the first level of review for administrative penalties, this role provides recommendations and escalates matters involving permittees as necessary. The position ensures consistent and appropriate application of all relevant programs, legislation, regulations, and policies by inspectors across the province.

Primary Responsibilities
This position performs such duties and responsibilities as may be assigned including but not limited to the following:
- Manage, direct, assign, and oversee the day-to-day work of unregulated hours inspections staff, including minors as test shoppers, using a risk-based approach to ensure compliance within the liquor industry throughout the province, with a focus on public safety (serving minors beverage alcohol and intoxicated persons) and enforcing market protections to enable economic growth.
- Manage the performance of team members, including providing performance assessments, assigning ad-hoc high-profile work (investigations), and representing management on labour-related matters.
- Direct investigations and ensure policies and procedures comply with current court requirements, legislative and regulatory requirements, and SLGA policies.
- Review inspectors' reports and recommend warnings and/or sanctions based on reports; may make recommendations outside of sanction guidelines based on judgment of the situation.
- Testify at commission hearings as required.
- Respond to permittees' questions regarding sanctions or warnings they received, including guidance on the appeal process.
- Build and maintain strategic partnerships with municipal, provincial, and federal agencies with the goal of a collaborative approach to compliance and harm reduction in the community.
- Identify legislative, policy, or procedural inconsistencies and recommend changes to ensure operational efficiency and permittee understanding, with a focus on the safe sale and service of alcohol and market protections.
- Represent the Saskatchewan Liquor and Gaming Authority on provincial boards and at events.
- Perform consultations with high-risk or high-profile event permittees and provincial agencies to promote understanding of SLGA's regulatory role on behalf of senior management.
- Reports statistics to Manager for corporate reporting included in the Annual report released to the public.
- Responsible for physical security of Saskatoon Office.
- Interview candidates to fill vacancies and provide staffing recommendations.
- With the direction of the Manager oversee any joint operations with enforcement agencies and safety organization in the interest of public safety.
Required Technical Knowledge, Skills and Qualifications
- Minimum of 5 years of experience in a supervisory role in policing or equivalent role in a regulatory environment. Policing experience preferred.
- Knowledge of applicable federal, provincial, and municipal acts, regulations, legislation, statutes, bylaws, policies, and programs pertaining to liquor such as The Alcohol and Gaming Regulation Act 1997, Alcohol Control Regulations 2016, and the Criminal Code of Canada.
- Knowledge of inspection, enforcement, investigative, legal, and judicial processes, techniques, procedures and documentation.
- Knowledge of and demonstrated successful conflict resolution techniques.
- Ability to lead and manage staff through setting goals, work objectives and performance management.
- Ability to effectively communicate (verbal and written) and build relationships with diverse individuals and teams is essential.
- Ability to proactively identify, assess and mitigate risks through sound judgement.
- Demonstration of strong computer skills.

Licensing Requirement
This position requires Gaming Regulator Registration. The successful candidate must also qualify as a Peace Officer under The Saskatchewan Police Act.
Travel Requirement
This position may sometimes require travel, both within Canada and internationally. A valid driver's license is required.
Working Conditions
The Field Manager, Liquor Inspections typically works core office hours (8:00 a.m. and 4:45 p.m.) Monday to Friday, with earned days off taken at their own discretion excluding statutory holidays. The majority of the work is spent in an office setting reviewing and complying documentation. The Field Manager, Liquor Inspections, must demonstrate a commitment to safety by ensuring the well-being of themselves and others within the workplace.
