Job DescriptionThe Recreation and Culture department plans, delivers, supervises, and evaluates recreation programs and services in the County. It also supports community groups and organizations in their delivery of recreational services through the County's grant programs. This department is also responsible for the safe and efficient operation of County recreation facilities, trails, playgrounds, parks, campgrounds, and open spaces.
This position is responsible for the oversight of all Recreation and Culture service areas namely: Campgrounds and Day Use Parks, Cemetery Management, Community BBQ, Community Group Support, Council Reports, Grant Program Management including recreation-related Intermunicipal Collaboration Framework funding, Playgrounds, Spray Parks and Ice Surfaces, County Recreation on Public Lands, Recreation Partnerships and Programming, J.D.A. County Sportsplex including Sports fields and Outdoor Amenities, Trails and Winter Maintenance, and Tree and Plant Maintenance.
Job Duties and Tasks:
Direct and Support Operational Functions
- Delivery of core Recreation and Culture services as defined in the department's current Service Inventory to meet legislated requirements where applicable.
- Capital, Operational and Emergent Project Management to budget and timelines.
- Ensure safety regulations are adhered to at County parks, open spaces and recreation facilities and that risk is mitigated according to municipal best practices.
- Chair Standing Task Force meetings as delegated by the General Manager of Community Services.
Department Personnel Management
- Ensure all employees follow the County Vision and Safety Policy.
- Recruit, onboard, supervise, guide, evaluate, and assess the performance of direct reports, provide opportunities for employee development and learning, and ensure regular communication within the department, in alignment with County policies.
- Contribute to a safe and productive workplace by participating in all required Health and Safety initiatives.
Department Budget Management
- Responsible for Operating and Capital project budgets, quarterly updates and accountable for variances if applicable.
- Work with Financial Analyst to prepare annual Operating and Capital Budget as part of the County fiscal cycle.
- Develop the department's annual Business Plan in alignment with the County's Strategic and Business Plans.
- Prepare and present Business Cases for new Capital requests in alignment with the department's Business Plan.
Council and Senior Leadership
- Research, prepare, and present reports, in consultation with subject matter experts, to County Council and Committee of the Whole as required.
- Any other duties as reasonably requested by the General Manager of Community Services.
- Degree in Recreation Administration, Physical Education or a related discipline, or a Diploma in these fields.
- Minimum five (5) or more years of experience in a leadership or supervisory role.
- Previous municipal recreation or Park Planning experience is considered an asset.
- Experience in organizing special events, fundraising and proposal (grant) writing is an asset.
- Previous municipal experience is an asset.
- Valid class 5 driver's license and acceptable driver's abstract is required.
- Acceptable Criminal Record Check is required.

Hours of work: Monday to Friday, 8:30 a.m. - 4:30 p.m. (35 hours per week). Occasional overtime or working during weekends may be required based on operational needs.
Work Environment: This role is performed mostly in-person in an office environment or in the field.
