The Congress of Aboriginal Peoples represents the interests of Métis, status and Non-status Indians, and Southern Inuit Indigenous People living off-reserve in Canada. CAP is one of five National Indigenous Representative Organizations recognized by the Government of Canada.

Summary


Reporting to the Director of Policy Development, the primary function is to manage assigned policy projects, consult with internal and external partners and technical experts, and provide in-depth policy development, analysis, research, and recommendations. The Policy Analyst will undertake these activities in response to current and emerging policy issues identified as priorities. The position will include working with federal government partners and technical experts and developing options on a wide range of policy issues. It development and presentation of policy and program alternatives; and development of recommendations on a wide range of issues that affect CAP constituents.

What You'll Do


• Initiates and undertakes the review of new or amended policies and initiatives, including identifying issues, conducting research, synthesizing information, and developing strategic responses
• Identifies policy and program gaps and limitations and develops policy proposals to address identified issues
• Engages and develops collaborative relationships with partners and stakeholders
• Preparing and coordinating briefing material, reports, correspondence, fact sheets, presentations, and policy statements on current issues as well as federal policy and legislation
• Preparing written and verbal briefings to senior management, and making recommendations for consideration
• Building networks with the federal and provincial government, as well as other Indigenous organizations and community stakeholders on policy issues
• Representing CAP at meetings, conferences and events and providing presentations on CAP policy when required
• Developing and implementing work plans, identifying, and defining key initiatives and outcomes that align with CAP priorities and strategy
• Contributing to the preparation of proposals for funding and assisting in the management of policy initiatives/programs and budgets
• Conducting and facilitating meetings with internal and external stakeholders


You'll Need to Have


• Post-secondary degree or diploma in social sciences, humanities or a related discipline, or equivalent combination of education and relevant work experience; a master's degree in a relevant field is an asset.
• Three to five years experience in the Indigenous policy or socio-economic research field and demonstrated work history related to Indigenous organizations
• Must have an understanding of policy issues for off-reserve Indigenous peoples living in urban, rural, remote and isolated areas throughout Canada

• Experience in conducting research, analyzing policies to provide a comprehensive analysis
• Excellent written and oral communication skills in English.
• Advanced writing skills, including policy writing ability, public speaking and presentation skills
• Excellent interpersonal skills with the ability to exercise sound judgement, deal with conflict and develop and maintain positive working relationships with both internal and external partners
• Effective time management, along with the ability to prioritize and multi-task, adapt to changing priorities and meet deadlines
• Ability to think strategically, anticipate future issues and apply foresight to strategic goals
• Ability to use Microsoft applications, including Excel, Word, Teams and PowerPoint

Our Working Conditions


• Hybrid work will be performed from the CAP National Office
• Remote working arrangements are permitted for employees residing outside of the Ottawa region.
• Occasional weekend and evening work
• This is a full-time contract position. Continued staffing of this position is subject to annual priorities and confirmation of funding from the federal government
