This position will provide leadership, expert advice and direct support for organizational strategic and operational planning, program evaluation, program design / redesign processes, change management and project management. In addition, this position will collaborate with technical information / measurement and communication experts throughout the organization to support management reporting and organizational accountability processes. This position reports to the Director of Policy, Planning and Evaluation.

Duties will include

  • Provide strategic advice and assistance to Health PEI's Executive and Divisional Leadership on strategic initiatives and outcomes, accountability reporting and evaluations. This is completed through the development of reports, memos and briefing notes for the Minister of Health, Health PEI's Board of Directors and Executive Leadership Team on program performance, operational planning and evaluation findings;
  • Utilize evidence, analysis and current standards to make recommendations for modification to program or service delivery models or legislation;
  • Review governing legislation and ensure consistency between program or service mandates, departmental responsibilities, accountability, and duplication of services;
  • Provide leadership for a wide variety of clinical and administrative teams within Health PEI, including the Executive Leadership Team, in developing strategic plans and strategic management processes;
  • Advise senior management teams on the best approach to strategic planning relative to the context of their area. Must have a comprehensive, systems-level understanding of healthcare in PEI including a working knowledge of existing strategic plans across the organization and the Department of Health and Wellness;
  • Lead evaluations of high-level, organization-wide and department level initiatives by providing leadership, expert technical advice and direct support;
  • Provide expert technical advice, assistance and direct support to Health PEI Executive Leadership team, Directors and Managers in program design, operational planning and special projects to ensure consistency with the strategic direction for the organization including requirements for sustainability, accountability and evaluability;
  • Conduct practice improvement initiatives identifying current state, improvement goals, opportunities for improvement and solutions to achieve an improved future state;
  • Develop and recommend change management approaches to help senior management transition their teams through high-level and grassroots change;
  • In collaboration with Executive Leadership, Health PEI Board of Directors and the Executive Director of Performance and Innovation, establish key processes and documents and support activities that strengthen organizational accountability;
  • Provide emergency planning support to Health PEI Leadership and service areas during an emergency or critical service disruption.

Minimum Qualifications:

  • A Master's Degree in health or social sciences, business administration or a related field supplemented by training in research methods, program evaluation, program development, project management, change management, design thinking and strategic planning;
  • Demonstrated equivalencies will be considered;
  • Extensive (5 years +) knowledge and expert skills in the following areas: strategic planning, program design and development, performance monitoring and reporting, policy development, program evaluation, policy and program research, research methods, change management, project management, team building and group facilitation;
  • Extensive working knowledge of the healthcare system;
  • Considerable experience in consulting, advising and leading senior management to achieve goals and outcomes;
  • Ability to carry out complex analysis and organize, plan and think strategically;
  • Ability to work comfortably in a complex and changing environment and juggle competing priorities;
  • Demonstrated leadership skills, taking initiative to identify problems, engage key stakeholders and generate a process or means to achieving solutions;
  • Strong interpersonal and collaborative skills, excellent oral and written communication skills including the ability to write detailed, analytical reports;
  • Ability to lead self and work independently as well as being an integral part of a versatile team;
  • Proficiency in the use of computer software, such as word processing, presentations, process mapping and spreadsheets;
  • The successful applicant must have a good previous work and attendance record.

Other Qualifications:

  • Certification in evaluation, change management, facilitation, project management or leadership will be considered an asset;
  • Certification or training in emergency management will be considered an asset;
  • Recent and relevant health system experience will be considered an asset;
  • Additional relevant education and experience will be considered an asset.

Salary Range: $40.77 - $50.96 per hour (Level 20)

Bi-Weekly Hours: 75 hours Bi-weekly / Mon - Fri
