About Us
NL Health Services is the provincial health authority responsible for delivering health and community services to the people of Newfoundland and Labrador across five geographical areas. Our Digital Health team supports the province's Epic Health Information System, working to ensure clinicians and staff across the province have reliable, secure access to the tools they need to deliver care.
About the Role
We are currently looking to hire permanent full-time User Provisioning Analyst position(s) to work in Digital Health. Reporting to Manager, Digital Health Security & Identity Services, you will be responsible for the following:
- Create, update, and deactivate Epic user records in accordance with onboarding, transfer, and offboarding timelines.
- Map new user records to templates built and maintained by application coordinators/analysts.
- Perform analysis and design of access requests from end users and departments and implement and test the resulting configuration.
- Document new and existing business rules governing user provisioning and access templates.
- Develop and recommend identity and access management (IAM) policies, procedures, and standards for the Epic environment, in coordination with the Security Analyst/Coordinator.
- Create and maintain standard procedures and recommendations for provisioning workflows.
- Review access-related reports and performance indicators to identify and correct provisioning errors.
- Support periodic access audits and recertification exercises.
- Provide training and support to Tier 1 and Tier 2 staff.
- Work with vendors and other external partners as required.
About You
Your education and experience include:
- Graduation from a recognized university with a Computer Science degree, or a bachelor's degree supplemented by a recognized graduate diploma in Information Technology (minimum 1 year), or a 3-year Information Technology diploma from a recognized technical college is required.
- A minimum of 5 years' progressively responsible experience within the last 7 years in enterprise IT systems analysis, identity/access administration, or IT support is required.
- Willingness to acquire Epic certification; prerequisites, participate in Epic training/education sessions, complete self-assessments and successfully challenge the certification exam is required.
You have the following skills and abilities:
- Strong attention to detail and accuracy, given the sensitivity of access to personal health information.
- Good interpersonal and communication skills for working with end users and department leads.
- Ability to manage a steady volume of routine requests while triaging urgent access needs appropriately.
- Sound independent judgment in scoping non-standard or exception access requests, assessing clinical, security, and PHI impact before granting, deferring, or escalating within established IAM policy.
It would be an asset if you have:
- MCSE, Cloud, ITIL, or IAM/identity-security-specific certification.
- Experience working within a healthcare or other regulated environment.
- Epic Security fundamentals training.
Demonstrated equivalencies may be considered.
*A valid passport and willingness to travel internationally is a requirement.
