Newfoundland and Labrador Health Services (NL Health Services) brings together five former separate health entities - Eastern Health, Central Health, Western Health, Labrador-Grenfell Health, and the Newfoundland and Labrador Centre for Health Information. The creation of a provincial health authority was announced following recommendations from Health Accord NL.

The Role

Reporting to the VP of Quality and Learning Systems, the Senior Director - Provincial Quality, Risk Management & Accreditation is a member of the senior leadership team with their primary focus on directing, overseeing, planning, coordinating, and evaluating a comprehensive program to improve clinical outcomes, improve patient experience, enhance health equity, enhance value, and minimize patient harm. The Senior Director - Provincial Quality, Risk Management & Accreditation oversees all aspects of the quality program, integrated risk management program and the patient safety program.

As a member of the senior leadership team, the Senior Director will work closely with other senior leaders to create and provide strategic and operational leadership to envision, enable, and support the ongoing development and delivery of health programs and services that are based on a provincial standard of care, integrated, efficient, sustainable, high quality, safe, and responsive to the needs of citizens of Newfoundland and Labrador.

The Senior Director - Provincial Quality, Risk Management & Accreditation will have responsibility for areas that include:

  • Program and Service Management:
    • The Senior Director directs, oversees, plans, coordinates, and evaluates a comprehensive program to improve clinical outcomes, enhance value, and minimize patient harm.
    • Oversees all aspects of the quality program, including quality measurement, external reporting, quality improvement, process improvement, people-centred care, and high reliability.
    • Oversees the patient safety program, including incident reporting, root cause analyses, incident reporting, failure mode analyses, systems design, failure mode and effects analysis, and proactive staff training and education.
  • Risk Management: Develops, implements, and monitors a comprehensive short and long-range integrated risk management program for the province that focuses on strategic and operational risk and associated monitoring mechanisms for Executive, Senior Leadership and the Board.
  • Quality Policy and Procedure Design and Accreditation: The Senior Director - Provincial Quality, Risk Management & Accreditation develops, coordinates, and maintains all processes related to Accreditation. They ensure compliance with all legislated reporting requirements through practices developed and implemented by the Organization. They develop, promote, implement, and evaluate Quality Improvement framework for the province across all zones. Working with Senior Executive Team and Zones on matters related to standards and policy and with various professionals such as physicians, nurses, social workers, and other allied health professionals.
  • Patient Safety: Develops implements and evaluates a comprehensive client/patient/resident safety plan for the province across all zones, ensuring compliance with the Patient Safety Act. This involves liaising with the Department of Health and Community Services and Health Care Excellence Canada.
  • Provision of Technology and Services: Ensures the provision of technology, programs and services that are required to support all aspects of the provincial quality program.
  • System Transformation and Engagement: Creates and maintains networks/liaisons and facilitates collaboration with other programs/services (internal and external) to build and strengthen relationships and achieve objectives by ensuring intricate problem solving, relationship building, partnership development, and advocacy are used. Designs and implements transformational change through systems thinking and critical analysis that continuously challenges the status quo. Establishes and promotes integrating mechanisms to meet the goals of system transformation. Promotes and emphasizes a people-centred care approach that embeds people-centred care culture and practices throughout the system.
  • Financial Stewardship and Accountability: Supports sound financial management through accurate business planning and forecasting; follows procurement guidelines; acquires goods and services in the most cost-effective manner; and supports the development of long-term planning and operational policies and practices. Provides leadership in the development of the business planning process for the programs, capital equipment planning and capital project proposals to support and sustain effective and efficient operations in alignment with the NLHS’s short- and long-term objectives.
  • Visible Leadership, Partnership and Relationships: Ensures consistent translation of NLHS culture, mission, values, policy and leadership expectations within Quality Improvement and Risk Management programs. Provides visible and accessible leadership within the Quality Improvement and Risk Management programs.
  • Thought Leadership: Maintain an up-to-date view on relevant trends within the province, country and internationally, providing thought leadership on the health landscape within the province on key issues and opportunities.
  • Talent Management and Employee Engagement: Leads a healthy, safe, diverse and respectful workplace by championing and practicing sound human resources management by attracting, recruiting and retaining high calibre talent; developing and implementing a program leadership model; establishing and monitoring performance objectives; providing ongoing learning and development opportunities; promoting teamwork, and ensuring employees have the tools and resources they require to perform at their best. Fosters the development of others by supporting and promoting the achievement of professional and personal goals and creating a culture of continuous learning.

Transforming our health system is a collective responsibility. Senior leaders will be expected to play a variety of roles and adapt to changes as we progress through the process of integration. All senior leaders will share responsibility for culture which includes a commitment to safety and physiological wellbeing. Members of the Senior Management Team may be assigned responsibility for programs, departments, or projects within the organization, as determined by the VP of Quality and Learning Systems.

Requirements of the Role

The ideal candidate will draw on 5-7 years of experience as a senior leader in quality improvement and risk management. Candidates must be able to demonstrate experience in a health system setting. Candidates should be masters prepared or demonstrate an equivalent combination of education and experience.

The successful candidate will have extensive experience leading clinical and process improvement initiatives, as well as advanced training in process improvement, patient safety, and risk management and have exceptional communication skills both with internal and external stakeholders.

The successful candidate is a passionate, empathetic leader with exceptional business acumen, and interpersonal skills, as well as a commitment to the LEADS Framework. They must also demonstrate the key skills, behaviors, abilities, and knowledge outlined in the five domains of the LEADS in a Caring Environment framework.
