The Partnership is seeking a Director, Workforce Development & Executive Director National Connector Program to lead the development and delivery of Workforce Development initiatives including, but not limited to the Local Connector Program, National Connector Program, and evolving workforce development strategies, workforce education programs, retention initiatives and immigration programs to support the growing talent needs of Halifax businesses.
Workforce Development
We are leading Atlantic Canada in attracting and keeping immigrants, international students, and recent graduates to make the best use of our available workforce. With significant changes to the workforce anticipated with the advent of AI and the expansion of defence initiatives, we expect the demands on the workforce to change in the near to medium-term, and we must be positioned to meet these demands.
Halifax Partnership leads Halifax's development and delivery of innovative workforce development programs to enable businesses to connect with the talent they need to grow, working in collaboration with private, public, post-secondary, and immigrant settlement partners.
- Lead and mentor the Labour Market Team in the execution of new and existing workforce development and workplace education programs.
- Direct the efforts of the Team by communicating job expectations; planning, monitoring, and appraising job results; providing guidance and coaching; and developing, coordinating, and enforcing systems, policies, procedures, and productivity standards to support organizational priorities and key performance indicators.
Accountable for the development and execution of labour market initiatives to attract and retain immigrants, international students, and recent graduates to make the best use of our available workforce.
Conduct focused outreach and provide labour market insights to inform Halifax's next three-year economic strategy currently under development.
Provide insights into recruitment, retention, and inclusion programs and incentives available to employers.
- Ability to assist large employers with the development of short-, medium-, and long-term recruitment planning.
National Connector Program
Halifax Partnership's Connector Program is a simple yet highly effective networking program that puts newcomers directly in touch with local business professionals, civil servants, and community leaders - people who are in the habit of making introductions and connecting others to opportunities.
The Connector Program connects talent with opportunities and employers with qualified talent. Since launching in Halifax, Nova Scotia, in 2009, the program has seen tremendous success and has been replicated in 44 other communities across the country through the National Connector Program, led and managed by Halifax Partnership.
In this role, you will promote, develop, and mentor new Canadian Connector Communities and manage National Connector team staff working at Halifax Partnership.
Leadership
Develop, present, and manage the Business Unit's annual budget, ensuring prudent fiscal practices.
Develop and manage public funding and private-sector sponsorships of existing and new programs.
Lead and mentor the Labour Market Team.
Foster and maintain relationships with key strategic partners, including the Local Immigration Partnership; senior management at Nova Scotia's Department of Labour, Skills & Immigration; national Immigrant Employment Councils; Immigration, Refugees, Citizenship Canada (IRCC); Nova Scotia Regional Enterprise Networks; post-secondary institutions; Halifax Indigenous Coalition; and the African Nova Scotia community.
Education
- Post-secondary degree
Experience
- Several years of supervisory experience, specifically in the areas of human resources, recruitment, or immigration
- A minimum of 5+ years of experience in labour, immigration, human resources, recruitment, or other labour-related fields
Skills
Very organized, resourceful, and knowledgeable across talent attraction, retention, and development.
Experience and deep understanding of available immigration pathways and ability to advise on policy changes.
Experienced, innovative leadership, with the ability to form and motivate teams in a service delivery model, and work with senior leadership and community partners.
Excellent communication and presentation skills.
Strong analytical and project management skills.
Proven experience in successfully obtaining buy-in and leading initiatives that require extensive consultation over extended periods.
Success as a relationship builder who is confident and comfortable developing consensus across diverse communities.
