Homelessness Data and Systems Facilitator (Bilingual)
Location: Moncton based - with provincial travel

Salary: $55,000 -$57,000
The Human Development Council (HDC) is looking for a bilingual professional who is passionate about using data, collaboration, and community engagement to improve outcomes for people experiencing homelessness. As our Homelessness Data and Systems Facilitator, you'll work at both the provincial and community levels. You'll help expand New Brunswick's annual Point-in-Time (PiT) Count into smaller communities while supporting the implementation of the Coordinated Access System in Bathurst. This is an opportunity to combine data analysis, relationship-building, facilitation, and project leadership to help reduce homelessness. You'll work alongside community organizations, government partners, and service providers to improve how people experiencing homelessness access housing and support. About the Role
This position has two primary areas of responsibility:
- Lead the expansion of the 2026 Point-in-Time (PiT) Count
Working with the HDC team and local partners across New Brunswick, you will:- Coordinate planning and implementation of annual PiT Counts in communities beyond Reaching Home Designated Communities.
- Support community partners with training, planning, and implementation.
- Improve the quality and consistency of homelessness data collected across the province.
- Help communities use data to better understand local homelessness trends and inform planning.
- Support Coordinated Access in Bathurst
Working with local service providers and community leaders, you will:- Coordinate the implementation and continuous improvement of Bathurst's Coordinated Access System.
- Support partners in using the Homeless Individuals and Families Information System (HIFIS) and maintaining accurate, high-quality data.
- Facilitate matching and referrals to available housing resources.
- Work with stakeholders to improve equitable access to housing and services.
- Monitor system performance and identify opportunities for improvement using data.
Key Responsibilities
- Provincial Point-in-Time (PiT) Count
- Lead the planning, coordination, and implementation of the annual Point-in-Time (PiT) Count in smaller communities across New Brunswick.
- Build and maintain relationships with community partners to support successful local PiT Count activities.
- Develop tools, resources, and training to support community participation.
- Monitor data quality and promote consistent data collection practices.
- Analyze findings and communicate results to support community planning and decision-making.
- Bathurst Coordinated Access System
- Coordinate the implementation and continuous improvement of the Coordinated Access System in Bathurst.
- Support community organizations in using the HIFIS and maintaining accurate, up-to-date client information.
- Manage the Coordinated Access List and facilitate fair, transparent matching and referrals to available housing resources.
- Work with service providers and community leaders to identify system gaps and develop practical solutions.
- Facilitate meetings, working groups, and community discussions to strengthen collaboration and improve service delivery.
- Participate in the provincial network of Coordinated Access Leads to share knowledge and adopt promising practices.
- Data, Reporting, and Continuous Improvement
- Use data to monitor system performance, identify trends, and support evidence-informed decision-making.
- Maintain documentation, including Coordinated Access policies, procedures, system maps, and housing resource inventories.
- Contribute to annual reporting requirements, including the Community Homelessness Report (CHR).
- Identify training needs and support capacity building for community partners.
- Translate data into meaningful stories and presentations that inform decision-makers and inspire action.
Qualifications Required
- Bachelor's degree in social sciences, social work, public administration, conflict resolution, or a related field, or an equivalent combination of education and experience.
- Minimum three years of experience in the nonprofit, public, or community sector, including experience working with multiple stakeholders.
- Fluency in both English and French.
- Strong communication, facilitation, and relationship-building skills.
- Excellent organizational, planning, and problem-solving abilities.
- Experience analyzing and interpreting data to support decision-making.
- Proficiency with Microsoft Office, particularly Excel, Word, and PowerPoint.
- Valid New Brunswick driver's licence and willingness to travel throughout the province.
- Successful Criminal Record Check and Vulnerable Sector Check.
Assets
Experience with any of the following would be considered an asset:
- Housing and homelessness programs or services.
- Coordinated Access and HIFIS or similar collective approaches to data gathering and utilization.
- Collective impact or systems change initiatives.
- Program design, evaluation, or continuous improvement.
- Policy development.
- Adult education, training, or resource development.
