About the Role:
The Manager leads Central and Western zones payroll divisions within a large, complex and diverse health care organization, which delivers services at many sites. As part of the Financial Services Management Team, the Manager is responsible for providing leadership, vision and direction to the Divisions. This position is accountable for managing all payroll functions of both zone and other related entities. This includes timely processing of salaries, benefits and withholdings for all employees, completion of the accounting work for all payroll accounts, including preparation for the year-end audit, and ensuring all reporting and remittances are completed properly and on time. The position is also responsible for ensuring adherence to legislative and collective agreement requirements as well as NLHS and government policies and procedures. Finally, the position is responsible to ensure that adequate internal controls are in place to effectively safeguard the funds entrusted to both zones for payment of salaries and wages.

Job Demands:

• Occasionally required to lift files and supplies weighing less than 10 lbs.
• Occasional bending, stretching to retrieve and return files.
• A high level of visual concentration and precision required to prepare calculations, input data, audit records and review while sitting and using a calculator, keyboard, and computer mouse.
• Auditory concentration is required to listen to and respond to inquiries from staff and agencies.

Job Qualifications:
• Bachelor’s degree in Finance, Accounting, Business Administration or a related field is required.
• CPA accounting designation as well as a member in good standing with the Certified Professional Accountants Association of Newfoundland and Labrador is required.
• Minimum of 5 years’ recent experience working within a complex payroll environment is required.
• Experience working in a leadership or management role is required.
• National Payroll Institute Payroll Leadership Professional (PCP) designation is an asset.
• Knowledge of relevant legislation, Generally Accepted Accounting Principles and best practices.
• Knowledge of collective agreements and NLHS and government policies and the ability to function effectively in a highly unionized environment.
• Knowledge of project management systems and practices.
• Knowledge of word processing and Excel software, particularly the ability to analyze large amounts of data.
• Demonstrated interpersonal, leadership and organizational skills.
• Ability to function independently and effectively in a high pressure, diverse and changing environment.
• Ability to manage change through leading, motivation and empowering staff.
• Demonstrated high level oral, written and presentation skills.
• Ability to handle multiple strict projects and meet strict timelines.
• Demonstrated strong decision making, analytical and problem-solving skills.
• A satisfactory record of work performance and attendance is required.
• Travel maybe required.

• Proof of educational qualifications and CPA membership good standing as required.
• Satisfactory Criminal Record Check from the local police authority.
