Halifax Water is a municipally owned, self-financed utility regulated by the Nova Scotia Regulatory & Appeals Board (NSRAB) and Atlantic Canada's largest water utility, providing integrated water, wastewater, and stormwater services. We are currently seeking a Director, Major Projects Office who will be a strategic, delivery-focused leader to build and lead our Major Projects Office (MPO), elevating how the utility governs and delivers complex, high-impact capital projects. This is a rare opportunity to shape a maturing organization, deliver visible community outcomes, and protect public health, the environment, and long-term service reliability for more than 111,000 customers. In addition to building and leading the MPO, the Director, Major Projects Office will strengthen governance, controls, and delivery discipline for major capital projects from planning through commissioning.

In your first 12-24 months, you will:

  • Implement portfolio governance (stage gates, reporting, decision pathways).
  • Improve cost, schedule, and risk predictability.
  • Align delivery readiness with the next Integrated Resource Plan (IRP), targeted for 2027/28.
  • Build internal capacity across portfolios.

As a highly aligned candidate, you are:

  • A senior capital delivery leader with strong commercial acumen and experience in regulated / public-interest environments.
  • A trusted executive communicator, experienced with regulators and public-sector partners.
  • A visible leader and team builder, empowering others and developing strong leaders.
  • Strong in risk, contracts, and interested party management.
  • Progressively experienced, with a minimum of ten (10) years delivering large-scale capital programs (often $50M-$500M+ portfolios).
  • A post-secondary degree in Engineering and a Professional Engineer (P.Eng.) designation, with eligibility for registration with Engineers Nova Scotia.
  • Ideally, you hold PMO management certification and Six Sigma (or equivalent) certification.
