About Torbay

The beautiful Town of Torbay is a vibrant community with over 7,900 residents on the Northeast Avalon Peninsula of Newfoundland and Labrador. The Position

Under the guidance of the Director of Planning & Development or designate, the Engineer is responsible for reviewing development applications for proposed commercial and residential development in the Town, which includes applications for new residential or commercial/industrial subdivisions, multi-unit residential developments, and combined commercial/residential proposals. This will include reviewing and supervising the construction of town infrastructure in residential or commercial subdivisions from the design stage to inspection of the built works at total completion stage. The Engineer will also assist the Department of Infrastructure and Public Works with the planning, design, project coordination and oversight of large complex and multi-disciplinary construction or re-development projects. The successful incumbent will be required to exercise creative and innovative approaches requiring multi-disciplinary engineering knowledge and skills and will also be responsible for providing technical expertise on various processes, procedures, plans and designs. The role may include supervision of various technical and non-technical staff, a review of the designs and plans of other agencies and contractors, and the preparation and review of contractual documents.

This is a 3-year term placement position, contingent on the annual receipt of funding and with the possibility of renewal. Among other aspects, the associated duties will be guided by the CHMC/Torbay Housing Accelerator Fund (HAF-2) Agreement.

Major Duties & Responsibilities

Specifically, the Engineer is responsible for the following:

  • Reviews, approves and inspects internal and external technical drawings, designs, calculations, models, specifications, cost estimates and built infrastructure to ensure conformance with the Town's development regulations and engineering guidelines, provincial design standards, principles and practices. This may include the updating or drafting of policies, by-laws, guidelines and other Town standards.
  • Assists with project coordination and oversight of large complex and multi-disciplinary construction or re-development projects.
  • Assists with the preparation and review of construction drawings and contract documents. This may also include directing consultant design teams, evaluating contractor bids, providing recommendations, and supervising construction.
  • Supervises, coordinates and reviews the work of project staff and students, as applicable.
  • Acts on behalf of the Town for information requests and conflict resolution. This includes liaising with internal and external stakeholders affected by construction projects such as property owners, utility companies, other professionals and consultants, and other municipal/provincial/federal government departments.
  • Maintains and retrieves information in accordance with the requirements set forth by the Access to Information and Protection of Privacy Act, 2015, and the Town's applicable policies and procedures.

Qualifications
As the ideal candidate, you will possess the following:

  • Thorough understanding of a number of different engineering disciplines
  • Current trends and developments in a number of related specialized fields
  • Contract procedures and policies
  • Project management
  • Technical analysis and assessment
  • Application of established techniques and engineering concepts
  • Experience with design-bid-build and design-build approaches to procurement
  • Experience with stormwater modeling software (i.e., XP SWMM Software)
  • Minimum: Undergraduate Degree specializing in Engineering field, preferably civil, and membership with the Professional Engineers & Geoscientists of Newfoundland and Labrador (PEGNL) or eligibility for designation with PEGNL
  • Minimum: 6 or more years of work experience in applicable municipal engineering field
