Job Summary:
The Manager of Budgeting assists the Director of Budgeting in directing, coordinating, implementing and evaluating the budgeting, financial planning and reporting services of NLHS and related entities in accordance with NLHS, provincial government and professional accounting regulations and procedures. The manager collaborates with key stakeholders and utilizes business intelligence tools to develop critical information that supports the ongoing management of the organization's operational and strategic objectives and direction.
The Manager of Budgeting is responsible for managing the collection, processing, and disseminating of a multitude of information and reports to a wide range of users. Internal users include program/corporate directors and managers, Senior Executive Team, Finance Committee and the Board of Trustees. The largest external users are the Department of Health and Community Services and both the provincial and national Centers for Health Information. Reports are both qualitative and quantitative in nature and include information such as budget performance, utilization statistics, trend analysis, and performance indicators.
The Manager of Budgeting oversees the daily activity of the Budget Analyst positions who each hold a portfolio-based workload, including performance appraisal, leave approvals, educational development, and cross training of staff to ensure that all portfolios are properly serviced within NLHS.
This position is also responsible for enhancing the budgeting, financial, and analytical skills of managers through individual consultation or group education sessions. Furthermore, the successful applicant will provide technical and informational assistance to Program/Corporate Directors and other members of the management team during the budgetary process and throughout the operational year, including the completion of variance analysis information.
The Manager of Budgeting is expected to perform under stringent time constraints to ensure that complex monthly procedures necessary for the timely review, reporting and distribution of financial statements and reports are completed.

Job Qualifications:
Education:
? Completion of an undergraduate degree in business or related program, with major focus in accounting and /or finance related course work is required.
? A recognized accounting designation (CPA) is required.
Experience:
? A minimum of five years of experience within the last seven years in financial management, preferably in a healthcare environment.
? Experience in Microsoft Word, Excel, PowerPoint, Windows and other PC based applications is required.
? Knowledge of Meditech software, Cognos and TM1 would be considered an asset.
