SENIOR ACCOUNTANT- JOB DESCRIPTION · Permanent/Fulltime position · 35 hours/week · 4 day work week eligible
Reporting: This position reports to the Director of Finance.
Description Overview
The Senior Accountant supports the Director of Finance in managing the day-to-day financial operations of the municipality. This role plays a key part in ensuring accurate financial reporting, budget development and monitoring, revenue and expenditure tracking, and compliance with municipal policies and applicable financial regulations. The Senior Accountant assists in the preparation of operating and capital budgets, reviews financial data for accuracy, and supports the development of forecasts and long-term financial plans. They help coordinate audits, prepare monthly and annual financial reports, and will oversee specific areas such as payroll and accounts payable. This position requires collaboration with internal departments, external auditors, and government agencies to support effective financial management and decision-making. Strong attention to detail, working knowledge of public sector accounting standards, and the ability to manage multiple priorities are essential for success in this role.
Minimum Qualifications, Qualities, Education and Experience
- Post-secondary education in Accounting, Finance, or Business Administration
- Proficient in financial software
- Proficient in Microsoft Office, especially Excel
- Minimum 3 years experience in accounting and payroll
- Must have the ability to manage time efficiently while meeting strict time frames
- Must be able to function well with other employees in a fast-paced environment
- Ability to handle confidential information with integrity and discretion
Ideal Qualifications, Qualities, Education and Experience
- 5 years experience in accounting and payroll administration functions
- 2 years relevant experience in financial administration in municipal government
- Demonstrates strong analytical, organizational and communication skills
- High attention to detail
Specific Duties and Responsibilities
Note: In all duties listed below, there may be additional duties added as requested by the Director of Finance.
- Ensure all bank accounts and credit card accounts are reconciled monthly in a timely manner.
- Complete all bank-initiated transactions, properly record and confirm interest is appropriately allocated.
- Carry out monthly reconciliations, including subledger reconciliations.
- Determine and initiate bank transfers are required and ensure interfund balances are funded in a timely manner.
- Confirm and complete month-end closing in accounting software.
- Review G/L balances for proper distribution of revenue and expenditures.
- Assist in the preparation of annual operating and capital budgets.
- Support the annual audit process, liaising with auditors and providing required documentation.
- Administer all payroll functions including all remittance requirements, ROE's, T4's, and WCB.
- Tracking of all vacation and sick time.
- Administer payables in a timely manner with the assistance of the Accounting Clerk.
- File and prepare quarterly HST reports.
- Prepare monthly, quarterly and year end financial reporting for department heads and council.
- Prepare quarterly council and CAO expenditures online in accordance with the policy.
- Assist and support in the financial components of grant application submissions and reporting,
- Administer the Water Supply Lending Program.
- Support the implementation and monitoring of internal controls including reviewing of all bank deposits.
- Recommend improvements to reporting requirements.
- Assist in bookkeeping services for regional subsidiaries when required.
Salary will depend on experience and education level and shall be in accordance with the municipal salary range for this position.
