Halifax Water is accepting applications for one (1) regular full-time Manager of Regulatory Compliance in the Environment, Health & Safety Department. Responsabilités

The Manager of Regulatory Affairs is responsible for ensuring that Halifax Water complies with applicable regulations and laws, particularly those related to the Nova Scotia Regulatory and Appeals Board (NSRAB). This includes managing interactions with regulators, preparing reports and presentations, and developing compliance processes and procedures.

  • Provide a leadership role in Halifax Water's regulatory proceedings, including responding to information requests, hearings and participating and coordinating audits to ensure Halifax Water is meeting regulatory requirements
  • Prepare and review required regulatory applications, correspondence, reports, information requests, notifications, documents, and statistics to support departmental business partners
  • Manage, coordinate, and document internal regulatory processes. Analyze internal processes and identify improvements.
  • Develop, implement and continuously improve regulatory compliance policies and programs to ensure adherence to all regulations.
  • Develop, implement and improve regulatory strategies and policies for the organization.
  • Develop and maintain accurate records of compliance activities.
  • Conduct assessments, research, and stay up to date with regulations.
  • Build and maintain strong working relationships with regulatory bodies, such as the NSRAB, and other stakeholders.
  • Monitor changes in regulations and update company policies, procedures and training accordingly.
  • Provide training and guidance to staff on regulatory requirements, regulatory strategies and best practices.
  • Prepare and review required regulatory applications, reports, notifications, documents and statistics submitted to internal and external stakeholders. Maintain accurate records of compliance activities.
  • Participate in the preparation of budgets. Track, control and forecast financial activities within established budget constraints. Approve purchases and invoices.
  • Provide analytical, regulatory, and technical support and services to other Halifax Water departments, divisions and staff, and make recommendations as required.
  • Coordinate a NSRAB application strategy.
Qualifications

Education:

· Bachelor's degree in Public Administration, Environmental Science, Engineering or Law, or a related field. An equivalent education, training and certification may be considered.

Experience:

· Minimum of 5 years of experience working in regulatory affairs, preferably in the utility industry or infrastructure/compliance related environment, proven ability to manage complex regulatory processes and lead cross-functional initiatives, experience working with regulatory agencies and preparing formal submissions, experience working with senior management is preferred and experience working with external counsel would be an asset.
