Salary Range: $57,616 to $80,574 per annum

Responsabilités

Reporting to the Manager, Budgeting and Reporting the Financial Planning Analyst assists in the development, planning and coordinating of budgets and the ongoing monitoring of financial results. As well, at this level, the incumbent focuses on process improvements and mentoring others in budget preparation, analysis, and review.

Key responsibilities include:

Budget Preparation

  • Contribute to the Business Planning Cycle.
  • Participate in the development of the annual capital and operating budgets process
  • Collect information to support the budget, conduct research as requested
  • Communicate budget information and instructions to budget managers
  • Act a liaison to assigned units in assisting budget managers with their annual budget submissions and in the development of their administrative and program quarterly projections for revenue and expenditures
  • Act as primary point of contact to departmental users of the financial systems in providing technical assistance and financial on-boarding of new budget managers for assigned units.
  • Manage financial data required to support the Business Development Unit for Contract Training and Apprenticeship and ensure proper accruals are reflected quarterly.
  • Conduct research on program proposals and costs
  • Conduct scenario analysis of budget through modelling
  • Lead special projects or initiatives designed to improve the budget process such as with the ancillaries' costs centers (print center, cafeteria/café, bookstores)
  • Perform financial review of hiring approvals (staffing) for assigned units.

Monitor and Report

  • Perform monthly variance analysis of budgeted and projections against actual financial performance, clearly interpreting and documenting variances, and report financial results to budget managers.
  • Monitor expenditures and revenues, conduct account analysis.
  • Prepare quarterly reports for assigned units.
  • Provide financial analysis and interpretation of reports, variances and trends.
  • Conduct analysis to support management decision making on an as needed basis.
  • Assist with the annual year end audit and preparation documents.
  • Prepare year end GL reconciliation documents as required i.e. accrued/deferred revenue, etc.
  • Conduct year over year comparative analysis for management and external auditor.
  • Assist with the preparation of the Financial Statements and interpretation of financial results.

Process Improvement

  • Identify and propose process improvements to promote operational efficiencies.
  • Identify qualitative or quantitative anomalies, issues and concerns, assess options and choices, make recommendations and communicate to stakeholders and senior management.
  • Work proactively to Identify and address problems with systems and processes and recommend solutions.
  • Contribute to the development of budget guidelines and update of existing procedures, as necessary.
  • Drive improved accountability through enhanced reporting and actionable recommendations.
Qualifications

Education & Experience:

  • University degree in Business or Commerce with three (3) years of related work experience. Accounting designation, CPA preferred.
  • Advanced skills in budgeting tools and Microsoft Excel.
  • Demonstrated strong analytical and problem-solving skills leading to process improvement.
  • Experienced in Enterprise financial systems ERP systems preferred.
  • Excellent oral and written communication skills including report writing and presentations and experience mentoring others.
  • A high degree of diligence and attention to detail.
  • Strong analytical, problem-solving, and financial modeling skills.
  • Advanced Microsoft Excel skills including pivot-tables and v-lookup functions.
  • Excellent organization skills, reliable and a self-starter coupled with the ability to work well as part of a team or independently; willing to learn new things and make an impact.

  • Preference may be given to candidates who have experience working in a post-secondary environment.

Other combinations of education and experience may be considered as equivalent. Subject to competition response, the minimum qualifications may be raised.
