The Opportunity

Company, Department: Nova Scotia Power, Eastern Energy Clean Initiative

Location: Halifax, Nova Scotia

Closing Date: June 23, 2025

We are looking for five (5) Owner's Site Construction Representatives to join our Eastern Clean Energy team. Reporting to the Construction Manager, the Construction Owner's Site Representative (OSR) acts as the owner's site representative for the project and is responsible for site monitoring of construction activities, ensuring the contractor is conducting work safely and effectively in accordance with the project plan, on schedule and within budget.


Key elements of this role include:
  • Ensures all contractors pre-construction safety and environmental certifications, permits and related requirements are met.
  • Works with contractors to coordinate work activities to ensure cost and schedule targets are met.
  • Works with contractors to review their requirements and to facilitate construction activities, ensuring coordination between construction groups and activities.
  • Conduct ongoing site inspections, documenting any deficiencies using photographs and videos as needed to demonstrate deficiencies.
  • Monitors site to ensure compliance with project Safety Plan, Environmental Protection Plan and Quality Plan and provide status reports to the team for activities under their responsibilities.
  • Informs contractor of any deficiencies and monitors corrective actions, follows up to confirm appropriate actions have been taken.
  • Supports culture of "Zero Incident Mindset".
  • Participate in and support construction risk assessment process.
  • Reports any related issues to Construction Manager and work jointly with Safety Specialist, Environmental Compliance Monitor, and Quality Inspector for further involvement as required.
  • Provides regular reports to the Construction Manager on the status of construction activities, identifying any issues that may impact project schedule or budget and steps taken to alleviate risk.

Education & Experience

  • Diploma or trade certification in an engineering or construction field.
  • Minimum 3 years' field construction experience working in an industrial environment preferably with the transmission and distribution of an electrical utility.
  • Minimum 5 years' working in an industrial environment.
  • Transmission line construction/maintenance experience would be an asset.

Technical/Job Specific Knowledge and Abilities

  • Demonstrated working knowledge of general engineering construction practices.
  • Demonstrated ability to read and interpret engineering drawings.
  • Demonstrated ability to work independently.
  • An understanding of risk assessment and risk management concepts.
  • Awareness of related provincial and federal legislation, regulations, and processes.
  • Focus and a commitment to working safely and looking out for others.
  • Ability to manage multiple tasks and make independent decisions in a timely manner.
  • Possess a valid Nova Scotia Driver's License (Class 5 with 2 years minimum driving experience) and have a clean driver's abstract.
  • Working knowledge of Microsoft Outlook, Word and Excel for daily reporting purposes.
