The Vice-President, Central Services leads the strategic direction and operational execution of the Central Services division with broad impact across the entire corporation. The incumbent is responsible for key areas which includes policy, human resources, project and corporate finance, corporate services, health & safety, project management office, operations and procurement. These teams support the efficient and effective delivery of strategic infrastructure projects. The VP, Central Services must possess a thorough understanding of government policy, process and legislation, in addition to other corporate governance functions. A critical aspect of this role involves developing productive partnerships with various stakeholders, including Build Nova Scotia's Ministry, the Department of Public Works, other provincial departments and agencies, other levels of governments and private sector entities, to ensure alignment and successful project delivery.

Additionally, this role provides strategic leadership and operational management for various Build NS corporate functions, including budgeting and financial planning, records and information management, administrative support services, business continuity, FOIPOP, and facilities/equipment management in accordance with Ministry policy and process.

As a key member of the Executive Leadership Team (ELT), this role provides leadership and coordination, contributing to business planning and development of Build NS's strategic direction. The VP must have thorough knowledge of government policy, legislation and associated processes. The VP plays a pivotal role in fostering collaborative relationships with the Ministry's Chief Operating Officer (COO) and the, Build NS ELT, Senior Leadership across government, and external partners to establish priorities, allocate resources effectively, and drive continuous improvement through trend analysis, best practice research, evidence-based decisions, and a commitment to excellent client service.

The Vice-President, Central Services will report to the Chief Executive Officer (CEO) of Build Nova Scotia.

Responsabilités

Strategic Leadership

1. Leads the strategic functions and deployment of expertise in, Corporate Strategy, Stakeholder Relations, Contract Management, Corporate/Project Finance, Policy, Human Resources, and Procurement across all Build NS projects and initiatives in accordance with Ministry policy and process.

2. Provides strategic leadership for Build NS's internal policies, processes, and programs. Directs the development of internal governance frameworks, leveraging research and analytics to inform decision-making that supports Build NS's strategic priorities. Fosters a strong, collaborative team environment across all levels.

3. Leads the division's management team in the operational planning, development, implementation, and delivery of essential core services and functions that support corporate and divisional programs. This includes administrative and financial services, policy development and strategic oversight, strategic planning, corporate occupational health and safety, and records/information management. The goal is to maximize the agency's efficiency and its ability to fulfill its mandate. Promotes collaboration and teamwork within the division.

Strategic Reporting and Compliance

1. Provides strategic leadership and oversight for Build NS's reporting obligations to assist the Ministry with cabinet submissions, records (FOIPOP), business planning, and other government reporting requirements.

Financial Stewardship and Planning

1. Executive oversight of financial performance, budgeting, forecasting, and analysis, ensuring sound financial management and compliance. Serves as the primary liaison with the COO of the Ministry and its Executive Director of Financial Advisory Services. The incumbent will build strong relationships, support financial submissions and reporting, and support the Ministry on government financial policy.

2. Accountable for the Build NS corporate budget planning process, providing budgetary advice to the CEO and ELT, and ensuring the preparation and proper documentation of the annual budget submission.

Continuous Improvement, Innovation, and Performance Management

1. Ensures continuous quality and process improvement of Build NS services by developing and implementing system-wide performance and accountability frameworks, driving business process improvements, and continuously enhancing systems.

Ensures effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, adhering to HR practices, fostering teamwork and individual development, maintaining internal communication, monitoring revenues and expenditures, following procurement guidelines for cost-effective acquisition of goods and services, and accurately forecasting annual budget requirements.

Qualifications

The ideal candidate will possess the following experiences, competencies and leadership qualities:

  • Senior leader with 15+ years' experience.
  • Several years progressive experience working with government's legislation, policies and processes. In depth knowledge of government structure.
  • Undergraduate degree in business or equivalent work experience.
  • Relevant professional designation.
  • Ability to formulate and articulate a future vision and can translate it into strategies and action plans that will enable the organization to achieve its strategic objectives.
  • Thinks creatively and with excellent business acumen and financial management skills, focused on achieving growth and results while thinking proactively to capture opportunities.
  • Has a natural ability to build and develop an effective team with experience assessing a group's strengths and weaknesses and developing a road map for success.
  • Exceptional interpersonal and relationship development skills and establishes productive relationships with clients, employees, and other key stakeholders, government and the Ministry.
  • Good at figuring out the process necessary to get things done and knows how to organize people and activities.
  • Energetic, purpose driven, takes initiative and executes without considerable oversight. Capable of prioritizing, adjusting quickly to challenging changing conditions, and has a quick finger on the pulse of the organization.
  • Excellent instincts, judgment, and decision-making capabilities.
  • Proven experience identifying all opportunities for further connection, you build relationships with a variety of stakeholders leveraging a communication style that engages a varied audience.
  • Proven track record in a large, complex organization, you will be strategic and innovative in your thinking with an understanding of public sector considerations.
