Job Description:
Concurrently oversee the delivery of a set of interrelated projects requiring an integrated and cohesive approach (i.e., program), while managing the program office team and its functional leaders which can include Project Managers. Ensures collaborative management and direction is provided to each distinct project to support the overall strategic objectives of the program.
CUSTOMER:
• Engages executive sponsors and owners to ensure collaborative management and direction is provided to each component project and to the program
• Engages appropriate stakeholders to identify and manage required outcomes of projects / programs for the business
• Establishes effective project / program oversight and other governance bodies, and engages the correct levels to support the direction for the project / program
• Provides on-going communication to key stakeholders, including the Program and / or Segment Sponsors, Business & Technology Project Owners, relevant Project Managers, Portfolio Managers or other key stakeholders to ensure they are aware of significant changes to the program status in a timely manner
• Responds to inquiries and escalates concerns from stakeholders at all levels in the organization (technical, business, Senior and Executive Management)
• Provides advice and guidance to business partners and project / program teams as required regarding best practices in project management
• Applies Organizational Change Management principles and practices in order to effectively manage the people side of change (e.g., stakeholder analysis, business process management, people readiness, sustainment planning, etc.)
• Communicates project / program summary, status, financials, etc. to appropriate high-level executives at the Bank
• Collaborates with appropriate partners to ensure required resources are assigned to the project for successful delivery of the program
• Assesses and ensures that customer experience / stakeholder implications are appropriately managed
• Builds consensus and relationships with project team and business
SHAREHOLDER:
• Ensures delivery of projects / program and owns outcomes that are aligned to established cost, timing, deliverable and scope objectives
• Manages program office and its functional leaders to ensure collaborative management and direction is provided to each component project
• Ensure compliance with EPMO Program Playbook
• Reviews and prioritizes all programs and project change requests with the program working groups and escalates to the executive or advisory steering committees as required
• Proactively identifies and tracks program risk and in conjunction with Project Managers and develops mitigation plans to manage risk (i.e., risk related to technology, change management, procurement, business process management, requirements management)
• Monitors interdependent projects to ensure the strategic objectives of the program are achieved
• Oversees enterprise project / program gating and governance controls to ensure that projects / programs meet all the performance, quality and compliance standards and conforms to appropriate methodology
• Evaluates detailed program status reports and presents key highlights and related implications for business partners & executives
• Escalates to program Business owner, Executive Owner and Enterprise Governance as required (this being done in conjunction with the Program Business Owner)
• Oversees the project / program management process and related project / program management deliverables, for all projects within the overall program
• Abides by enterprise project and program methodology and recognized project management processes', ensuring discipline and controls are consistently applied to all projects
• May take accountability as a SME for methodology and processes, specific to the project / program (i.e., SDLC, HR process, vendor management, etc.)
• Leads risk reviews with management to manage and track program risks and develop mitigation strategies
• Investigates and where necessary escalates all project / program issues to support effective resolution
• Designs the program objectives, scope, requirements and deliverables
• Monitors change to project scope as part of the overall program through accepted change management processes and documentation while prioritizing changes to the program
• Monitors program health continuously and engages management as required if project health changes
• Develops innovative approaches to create solutions to resolve problems and significant issues within the project / program's mandate
• Demonstrates awareness of all project dependencies and risks, ensuring that they are effectively managed due to the potential impacts on other aspects of the program
• Effectively builds momentum among team and stakeholders and drives project(s) / program(s) forward
• Consolidates information from each of the projects for a cohesive view of the overall program
• Ensures the overall program is tracking towards established timelines and objectives
• Considers risk management strategies not only for individual project, but also analyzes the collective risk across the broader program
• May oversee the office management components of assigned Project / Program Management Office to ensure effective and efficient department operations including, intake, financial portfolio reporting, portfolio governance and control, etc.
• Owns the accurate reporting of the project / program financials (i.e., data quality) in the bank's enterprise reporting system
• Oversees the consolidated cost estimates and general financial management, incorporating risk, for the overall program
• Accountable for overall program financial management
• Accurately forecasts and manages assigned budget and provides monthly financial reporting for program in alignment with Finance standards
• Oversees the financial planning process for the program as part of project planning and scoping for projects
• Provides summary program reporting, including technology spend, and ad-hoc analysis and presents issues requiring attention by senior management. Escalates issues, as required.
• Identifies discrepancies between financial forecasts and actuals and escalates material discrepancies and adjusts scope, schedule or budget as appropriate
• Leads resource and capacity management process for assigned programs
• Ensures the project benefits realization process is followed throughput the life of the project / program
• Tracks and analyzes budget across the entire program
• Leads vendor management and strategic sourcing process, managing its activities (e.g., RFI, RFPS) and partnering with vendor(s) to ensure efficient and effective program delivery
• Manage the program office functional leads, creates and chair program working groups, identifies and secures resource requirements for the Program Office, participated in the program steering and advisory committees
• Works in close partnership with Finance and key stakeholders for monthly reporting requirements (i.e., Finance, Status, Issues Management)
• Ensure the project / program spending approval policy is followed
• Closes project / program spending accounts upon project / program closure
EMPLOYEE TEAM:
• May directly or indirectly manage cross-LoB Project Managers and / or multiple project resources, consisting of Business Analysts, Requirements SMEs, Business SMEs and Technology Resources where applicable to the project
• Provides advice and counsel to project teams, program resources and business partners
• Develops employees to ensure sustainable delivery capability
• Liaises with external vendors and consultants as required
• Coaches, leads and mentors project team members and provides regular performance assessments
• Allocates resources across multiple projects to ensure successful and timely delivery
• Supports effective onboarding, off boarding and resource movement within the program
• Effectively oversees project and program resources and external contractors / consultants in coordination of competing priorities
• Oversees and may educate project / program team members on governance process
• Leverages the creativity and experience of project team members to solve issues as they arise
• Develops an understanding of the technical / business aspects of the program in order to effectively oversee the program
• Works effectively in teams by being driven to win for the TD team, working well with diverse teams
• Oversees each Project Manager to provide guidance and support for their individual projects ensuring they integrate into the overall program plan
• Shares project experiences and learning with project / program management team and PMO peers
BREADTH & DEPTH
• Manages programs with a moderate to high level of regulatory oversight
• Manages programs with a moderate to high risk profile
• Oversees overall and consolidated program financials, benefits realization analysis and manages the overall program budget
• Considered as a subject matter expert within the LoB with comprehensive knowledge of the practices, procedures and principles of project / program management
• Typically leads the delivery of up to Tier 2 programs with a moderately high to high complexity profile
• May on occasion lead the delivery of Tier 1 programs
• Directly manages a team or Project Managers / Business Analysts and / or Specialized Resources to ensure talent needs and capabilities are developed to support long term goals for the unit
• Provide strategic guidance to business / functional leaders to ensure escalated concerns or regulatory or governance related program issues are appropriately managed
• Generally reports to a Program or Portfolio Executive responsible for leading a Project / Program or Portfolio Management Office for a Business Segment or Corporate function (e.g. TDS, Retail, Wealth, Insurance, Risk, Finance, LoB TS)
