THE ROLE:
The Safety and Compliance Manager is responsible for the development, implementation and evaluation of a comprehensive range of employee quality, health, safety, environmental and security programs and services to meet the goals and legal obligations of Horizon Maritime Services Ltd. These functions include, but may not be limited to: the assessment, facilitation and evaluation of injury prevention, environmental safety, occupational health and safety and the development, implementation and consultation on policies. The Safety and Compliance Manager oversees all activities of the Safety and Compliance department and provides advice to Senior Management, staff and crew.
The Safety and Compliance Manager will work closely with the Fleet Director to oversee marine activities and compliance to safety requirements
DUTIES AND RESPONSIBILITIES:
- Plan, develop, implement, coordinate, evaluate, and update Horizon Maritime's Integrated Management System and associated safety policies, procedures and programs
- Develop annual health and safety plans for the company based on a full review of QHSES related needs (assessment of hazards, analysis of database, audits, changing legislation and best practices)
- Review occupational health and safety legislation, amendments and best practices to optimize occupational health and safety programs
- Provide all levels of the company with advice related to health and safety matters, legislative requirements and best practices in the field
- Assist in representing management in matters of health and safety with the government, safety associations and other outside agencies and organizations
- Provide management with reports on Safety and Compliance performance
- Assist HR in case management of occupational injuries
- Investigate incidents thoroughly and effectively, and then respond appropriately as required, including communicating to, training and following up with supervisors and employees
- Ensure that work refusals are properly investigated and that any necessary corrections to the work processes are implemented and documented
- Develop, arrange, and present Safety & Compliance orientation and training for all new employees, existing employees and visitors to ensure complete and effective understanding of potential risks and expected behaviours
- Lead an annual Safety & Compliance audit program to ensure the effectiveness of the IMS and act as a trainer/advisor to internal auditors
- Coordinate inspections, investigations, and occupational health and safety activities within various departments
- Develop Health and Safety Campaigns for offshore
- Ensure OVID and CMID audits (internal and external) are facilitated and actions completed for continuous improvement
- Develop Objectives and Targets for Safety & Compliance and ensure tasks are complete to achieve results
- Assist the On-Scene Commander during emergency response activities
- Review Safety & Compliance requirements in contracts
- Prepare an annual Safety & Compliance budget and monitor expenditures
- Manage the Quality Coordinator, providing mentorship and support as required
JOB REQUIREMENTS:
- 7-10 years of related experience preferably in the marine industry or energy sector
- CRSP designation, in progress, or willingness to obtain
- Post secondary training in Occupational Health and Safety required
- Understanding of environmental regulations related to marine operations, such as waste management, oil spill response, and pollution prevention
- In possession of offshore certificate to sail onboard vessels, or willingness to obtain (Seafarer's Medical, MED's
- Understanding of federal, provincial, and municipal regulations/legislation, Workplace Safety & Insurance Act, the Occupational Health & Safety Act and applicable Human Rights laws
- Experience with statistical review, analysis and reporting is required
- Ability to use management concepts and principles including goal setting, planning and execution
- Proficiency with database applications and administration systems, specifically Microsoft Office
- Proven ability to respond professionally in a timely manner and to maintain the confidentiality of information and records
- Strong analytical, organizational and problem-solving skills
- Strong interpersonal skills with the ability to effectively communicate policies and procedures both verbally and in writing
- Management and supervisory skills
- Computer proficiency with the proven ability to maneuver through databases to collect and compile information
In-office environment:
- Occasional attendance onboard client vessels and/or facilities
- Flexibility/willingness to work outside of business hours/weekends as required or dictated by project or client needs
