About the Opportunity:

Reporting to the Executive Director, Public Works, the Director, Project Delivery is responsible for leading the planning and delivery of HRM's Roads and Active Transportation Capital Program, which includes roads, bridges, sidewalks, bike lanes, storm sewers, traffic signals, and accessibility improvements. This executive leadership role ensures the effective delivery of capital infrastructure projects while upholding high standards of engineering, project management, construction, procurement, and stakeholder engagement.

As a key member of the Public Works leadership team, the Director ensures that capital projects are aligned with HRM's strategic goals and are delivered efficiently, transparently, and in collaboration with internal and external partners. The role contributes to long-term municipal infrastructure sustainability while supporting continuous improvement, financial stewardship, and workforce excellence.

Key Responsibilities and Priorities:

  • Strategic Leadership in Capital Program Delivery - Provide strategic oversight for the planning, execution, and delivery of HRM's Roads and Active Transportation Capital Program, including roads, bridges, sidewalks, bike lanes, storm sewers, and traffic signals. Set direction for project teams to ensure infrastructure investments align with municipal priorities and public service standards.
  • Cross-Departmental & Stakeholder Collaboration - Foster strong working relationships across municipal departments, utility partners, industry stakeholders, and Regional Council. Represent Public Works in public forums and committee meetings, ensuring transparent communication and progress updates on capital projects.
  • Engineering and Project Management Excellence - Oversee construction services, engineering standards, procurement, inspection, and contract administration. Ensure consistent application of technical standards, risk management practices, and performance measurement tools to support on-time, on-budget project delivery.
  • People Leadership & Organizational Culture - Lead a diverse and multidisciplinary team with a focus on service excellence, employee development, and workplace inclusion. Establish clear expectations, evaluate performance, and support recruitment, retention, and succession planning while modeling HRM's core values.
  • Innovation, Compliance & Continuous Improvement - Champion process innovation and best practices in municipal infrastructure delivery. Ensure compliance with corporate policies, collective agreements, and regulatory requirements, while continuously reviewing operational procedures to enhance quality, accountability, and transparency.

The Ideal Candidate:

The ideal candidate is a seasoned engineering and project delivery leader with a minimum of 10 years of progressive leadership experience in municipal infrastructure or a related public sector environment. They have a deep understanding of capital program delivery and bring a strategic approach to advancing transportation and public works infrastructure in a fast-paced, multi-stakeholder setting.

They are a collaborative, values-driven professional who can balance technical excellence with public service priorities. With extensive experience leading complex, high-impact infrastructure projects, they bring clarity, innovation, and a strong sense of accountability to the role. A degree in engineering, project management, or a related discipline is required, with eligibility for or registration as a Professional Engineer (P.Eng.) in Nova Scotia considered a strong asset.
