Qalipu First Nation is seeking a detail-oriented Human Resources Compensation and Benefits Officer to manage the employee compensation and benefits programs and assist with other HR related duties. The successful candidate will possess strong analytical and mathematical skills to perform complex calculations related to salaries, and benefits. They will have a deep understanding of HR benefits administration, compensation analysis, payroll processing and job evaluation principles. The HR Compensation & Benefits Officer will ensure that the benefits and compensation benefits package offered by Qalipu First Nation is a part of the bigger employee satisfaction picture.
Job Description: The Compensation & Benefits Officer oversees and administers the employee's compensation, policies and benefits plans. They are to ensure that the compensation, benefits plans and policies are in place and compliant with legal requirements.
The candidate should be highly organized, and detail oriented. They are required to have strong interpersonal and communication skills to interact effectively with employees, management, and external vendors.
Responsibilities:
· Administer the organization's benefits and compensation programs, which include pay rates, leave policies, retirement plans, wellness programs, insurance policies such as Health, Dental, Life Insurance, Dependant Life Insurance, Critical Illness, and Long-Term Disability.
· Research and analyze compensation and benefits policies and plans to ensure that Qalipu First Nation is compliant with federal, and provincial regulatory requirements and professional standards.
· Collaborate with the HR Manager, benefit carriers and insurance brokers to implement the benefits programs.
· Assist with new hire orientation. Review the compensation and benefits available to new hires and staff who have moved into a full-time positions. Provide assistance to employees with the completion of the necessary benefit forms and applications that require completion, ensuring that eligible employees enrol into the benefit plans within the required eligibility timeline.
· Request quotes from insurance providers on behalf of eligible employees.
· Manage and resolve policy and benefit-related issues and questions.
· Provide the Finance Department with information on payroll adjustments related to bi-weekly payroll processing. Review payroll prior to Finance uploading it to the bank to ensure that the bi-
weekly payroll adjustments have been added to payroll and tax and other deductions have been set up.
· Work with management on the preparation of an employee survey which is to be conducted on an annual basis to find out what motivates and engages employees.
· Process updates to the Human Resources Policy manual to include all changes approved by Chief and Council. Provide employees with a copy of the revised H R Policy manual following approval of changes or additions to the policies by the Chief and Council. Ensure that employees review and sign the necessary policies and documents on an annual basis and when changes occur.
· Work with the Band Manager, Directors, Managers and the HR Manager, to set up Monthly Teams Staff Meetings.
· Provide the Annual Employee Performance Evaluation forms to Directors, and Managers with information on how to complete the forms. Collect completed Employee Evaluation Performance Reviews. Check to ensure that all completed Employee Evaluation Performance Reviews are completed properly and returned by the due date. Ensure that all required information is contained in the completed form. Track Employee Performance Evaluation forms to ensure that all have been completed, signed, and returned within the required timeline with goals set for the upcoming year. Have a clear understanding of how to classify and grade positions, this involves employee evaluations, and salaries.
· Work with other HR employees to prepare for social events and training for employees.
· Attention to detail and an understanding of labor laws and tax regulations are essential.
· Keep up to date with legal requirements and government regulations affecting compensation and benefits to ensure the organization's compliance.
· Other duties as assigned.
Qualifications:
Education: Post-Secondary education: Degree, or diploma in Business Administration - Human Resources, certificate of achievement in Human Resource Development or relevant field, or other related business education.
Experience: 2+ years of experience directly related to Human Resources Management.
Outstanding communication skills to explain compensation and benefits packages to employees and answer any queries that may arise
Thorough knowledge of various compensation and benefits strategies, policies and laws.
Working Conditions: This position is office based. The duties are predominantly met during regular business hours.
Employee Benefits
Annual Leave: FT employees - Three weeks per year.
Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.
Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the later part of April and continues until the last week of September.
Christmas Break: the office closes down during the Christmas break, this is an added bonus that employees are entitled to.
FT Employee Benefits: Option to enrol in C of C - Employee Benefits Plan.
Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band.
FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick and family medical days per year.
Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.
Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbour.
Volunteer Program: Employees may volunteer outside of the organization up to 21 hours per year.
