Reporting to the General Manager, the incumbent will ensure compliance with key indicators such as Prince Edward Island Ambulance Service Regulations, requirements for mandatory in-service and remedial clinical training for paramedic staff including the ongoing maintenance and continued development of the Quality Management Review system. The overall role of this position is to direct and provide oversight for the workforce in a positive manner while supporting relations with our external partners for major strategic projects across the organization while mitigating risk for Island EMS.
The position entails, but is not limited to the following:
- Provide clinical oversight and coaching to Paramedics across all PEI operations
- Promote a just culture and encourage occurrence reporting amongst staff
- Create and implement necessary operational and clinical changes to serve the patients' best interest and minimize risk
- Monitor current research and health care industry trends on patient safety
- Prepare and distribute clinical updates and clinical memos to all staff
- Responsible to ensure continuous quality of service through operational management and supervision by monitoring staff performance, complaints, investigations, inquiries, staff disputes and the on-going day-to-day operations of Emergency Medical Services in accordance with Medavie and Island EMS policies, current collective agreements, and strategic direction
- Involved in the decision making of the recruitment process and candidate selection
- Conduct continuing education and training needs assessment annually
- Based on the needs assessment, develop an annual education and training plan that references latest research, CQI findings/trends, national and international clinical guidelines and industry standards relating to the delivery of paramedicine and ambulance services
- Ensures operational policies, procedures and objectives are uniformly understood, properly interpreted, implemented, and administered by all operational staff
- Responsible for the safety and well-being of staff and the public ensuring that all regulations, guidelines, and legislation are followed
- Maintain up to date knowledge of trends and developments in legislation, provincial policy directives and technology developments in areas of responsibility
- Assist annually to evaluate the departmental operations and report achieved results and outcomes to the senior leadership
- Ensure overall responsibility and accountability of all aspects of the deployment and utilization of Paramedic resources, operational policies, and resources to maintain the efficiency and effectiveness of the service provided
- Collaborate with other Emergency Services, Health Care Providers and associations, government departments, the general public to promote the department's services
- Provide on scene coordination for major incidents, coordinate contingency and disaster management process
- Provide coverage and support for the General Manager as required; and
- Other duties as assigned.
As the ideal candidate for this role, you:
- A post-secondary education, preferably in the Health Sciences field or equivalent combination of education and experience. A masters degree in a Health Sciences field would be considered an asset
- Currently registered as or eligible for registration as an Advanced care Paramedic (ACP) in the province of Prince Edward Island
- Possess a minimum of five years' experience working as a paramedic with a minimum of two years in a progressively responsible leadership role
- Have advanced knowledge of Emergency Medical Services operations and health care quality management best practices, legislative acts, and the regulations and bodies that guide Emergency Medical Services
- Possess experience with research practices, knowledge of, and demonstrated use of evidence-informed decision-making processes
- Demonstrated experience and familiarity with transport medicine involving critically ill patients, including but not limited to mechanically ventilated patients, arterial blood pressure monitoring, simultaneous management of multiple vasoactive agents to support hemodynamic instability is an asset
- Possess and demonstrate leadership abilities with a proven track record for inspiring and motivating others
- Incident Command Systems training and basic Emergency Management is an asset.
- Experience and familiarity with community paramedicine / mobile integrated healthcare models, and program delivery is an asset
- Possess a valid Class 4 driver's license in good standing in Prince Edward Island (or equivalent);
- Are committed to providing stellar levels of customer/patient service
- Use a positive and creative approach to problem solving
- Possess outstanding communication, negotiating, and dispute resolution skills; and
- Have working knowledge of standard business computer programs (i.e. Microsoft Office Suite).
Regular business hours required, but some irregular hours can be expected.
Salary Range for this position is $95,000- $105,000 annually.
