Program Manager, Safety
Reporting to the Director, Project Delivery, the Program Manager, Safety is a subject matter expert (SME) on the operational application of Provincial OHS legislation and other safety-related regulations for the work performed by the Build Nova Scotia's (BNS) Healthcare Infrastructure Group. The Program Manager, Safety is required to have advanced understanding of building construction and industrial operations for the purposes of being able to identify and promote adherence to operational best practices and adherence to provincial regulations. The Program Manager, Safety is responsible for supporting Directors and Managers in the application of the departmental HSE program to all work sites under the jurisdiction of the BNS Healthcare Infrastructure Group. The Program Manager, Safety is pivotal in the development and application of programs, processes, resources and other components pieces of the HSE program to ensure development of consistent programs that meet HSE needs of BNS.
The Program Manager, Safety will interface with contracted parties and other external stakeholders on HSE matters representing BNS to ensure that roles, responsibilities and project expectations relating to HSE are clearly understood by all parties. The Program Manager, Safety may be asked to perform effectiveness and compliance audits of BNS projects to provide quantitative reporting to the delivery team regarding performance related to HSE requirements.
This position will conduct occupational health, occupational safety and environmental technical, academic and statistical research to continually maintain best practice, continuous improvement and help the BNS HSE team shape its strategic and operational priorities and objectives, and to further support senior management through the research, recommendation, development and implementation of operational initiatives.
Hazard Identification, Inspection, HSE Investigation
· As part of the process of identifying, monitoring, assessing and controlling risks and hazards in areas under their control, the Program Manager, Safety must anticipate, prior to making any modification or introduction of new work methods, materials, processes, machinery or equipment in the workplace, the potential impact of the change on the health and safety of patients, public, contractors, and visitors.
· Assist NSH/BNS resources with the identification of hazards in the workplace. This may occur from the participation in building, site, and project hazard identification activities for operational planning. This may include ad-hoc, or planned inspection activities.
· Provide operational resources reporting of findings to help ensure that operational resources have information to base HSE decision making.
· The Program Manager, Safety shall be participatory in all HSE investigations. This participation may extend from review of incident reports to ensure reliability of information, to an integral role of the investigation process. This is more likely to occur for complex incidents requiring HSE subject matter expertise or where multiple investigation parties are involved such as Operational NSH, DOL or other regulatory bodies or at the request of internal stakeholders.
· The Program Manager, Safety will ensure that all incidents are properly documented & recorded to provide background and support to the BNS corporate team for operational planning and the planning of accurate prevention initiatives.
Key Administrative Responsibilities
· Ensure the completion of effective and lawful compliance of audits and investigations pursuant to internal protocols, the OHS Act and the Environment Act and their respective regulations, technical standards and Codes of Practice.
· Accountable for the effective implementation of the departments HSE Program across all active projects within the portfolio.
· Review and provide updates to the HSE corporate team to ensure the effective communication of the department's HSE program manuals containing policies, procedures, safe work practices, environmental best practices and emergency response management.
· Act as a bridge between operations personnel and management by receiving and communicating HSE reports and recommendations to each.
· Follow up with district management to ensure that required HSE actions have taken place by operational supervisors and within a reasonable timeframe. Determine when compliance to BNS Program and Provincial regulations has been achieved and may provide extensions to timelines as judged necessary and reasonable.
· Escalate district HSE non-conformance issues to Provincial HSE management when not appropriately [or timely] addressed by field supervisory and district management staff.
Program Development Collaboration
· Assist the BNS HSE team as a SME in the formulation of departmental policies and programs that meet or surpass regulatory requirements and be participatory in the implementation and constant evaluation of such key departmental HSE programs not limited to:
o BNS-HSE education and training
o Incident reporting and Investigation
o Respiratory protection
o Hearing protection
o Lead protection
o Radon (radiation) protection
o Asbestos management
o Emergency preparedness and response
o Environmental management
· The Program Manager, Safety will use operational management and safety resources to reinforce program objectives, policies and regulatory requirements to staff by insisting on performance and behavior that meets department standards and legislation.
- Minimum of 5 years' experience in the area of Occupational Health and Safety.
- College diploma or University degree/certificate in Occupational Health and Safety or related field.
- Completion of Occupational Health and Safety Certificate or Certificate of Health Safety and Environmental Processes or equivalent.
- Canadian Registered Safety Professional certification completed or eligible to write within 3 years of hire.
- Membership in good standing with professional or industry association if applicable is an asset.
- Valid Class 5 driver's license with the ability to travel to worksites as needed.
- Additional training/certification in areas of safety is an asset.
- Previous experience in a healthcare work environment would be considered a strong asset.
