Reporting to the Provincial Director of Planning and Policy, within the Quality and Learning Health Systems Department, the Senior Planning and Performance Specialist will support the provincial, zonal, and program planning and performance requirements of the organization while acting as a core member of NLHS' Health Transformation Team supporting the Strategic Health Networks.

Strategic Health Networks (SHNs) are interprofessional groups with a provincial scope and mandate to help drive the achievement of targeted, measurable, and sustainable clinical and operational improvements in health outcomes and service delivery. Network members work together collaboratively to ensure there is a strategic, provincial approach to align services, initiatives, and planning across zones and provincial programs (as appropriate) to ensure consistency, coordination, quality, efficiency, and system sustainability.

The Senior Planning and Performance Specialist will work closely with a Health Transformation Team including the Senior Director of Provincial Health Transformation to support the SHNs to develop and monitor strategic road maps for the networks. The incumbent in collaboration with the SHN Directors will be responsible for supporting the development of SHN strategies, goals, outcomes, action planning and progress monitoring as well as developing a knowledge translation strategy including visualization of performance indicators/outcomes.

The incumbent will be accountable for ongoing planning, coordination, and monitoring of key priorities identified for the SHNs and will work within and across zones to help design and recommend strategy and improvement plans and contribute to knowledge translation and implementation that will foster a culture of quality and drive transformative change.

Connecting SHNs to organizational strategic priorities, the incumbent will assist the provincial Director, Planning and Policy in developing and facilitating a comprehensive organizational approach to planning and performance monitoring such to ensure that the organization is achieving its objectives relative to the mandate of the board and is a true learning system.

Key Responsibilities:
• Operational and Strategic Planning:
In collaboration with the Health Transformation Team the position provides support to SHNs in the development of strategic roadmaps for each of the SHNs. Using an effective process of engagement, the incumbent will establish strategic and operational goals of the SHNs and identify key performance indicators. The incumbent will complete environmental/jurisdictional scanning as required to support network priorities and will work with other members of the transformation team to ensure appropriate evaluation and performance measures are in place.

• Data Analysis, Visualization, and Dissemination:
The position works closely with other members of the transformation team to capture and analyze performance data and develop a strategy of the visualization and dissemination of data and key information regarding the SHNs. The incumbent will play a vital role in supporting the ongoing development of a Learning Health and Social System and in driving and achieving meaningful change. The incumbent will maintain a strong connection to Quality and Learning Systems and Digital Health.

• Quality Improvement (QI), Knowledge Translation (KT), and Implementation:
The position will work closely with the Senior Director of Transformation and other partners to help guide QI, KT, and implementation activities related to the SHNs and to ensure implementation activities relevant to SHNs priorities are executed effectively.

• Other:
- Assist with analyzing organizational planning and performance needs and recommend solutions by critically evaluating information gathered from multiple sources.
- Provide planning and performance support for priority organization initiatives.
- Work with other planning and performance team members to develop key performance indicators (KPIs), performance reports, presentations, and briefing documents.
- Provide education and consultation to NLHS leadership, staff and physicians to enhance their capacity to effectively plan, monitor, and communicate results of quality improvement initiatives.
- Play an active role on internal and external committees and working groups as relevant to the role.

Required Qualifications:
• Baccalaureate degree from a health discipline/health science or related field. (Graduate Degree would be considered an asset).
• Education and or training in the field of planning and performance would be considered an asset.
• Lean or other Quality Improvement training would be considered an asset.
• Demonstrate a comprehensive understanding of the health system.
• Have experience working collaboratively within a cross-functional team.
• Demonstrate strong evidence-based decision making, analytical and problem-solving skills.
• Ability to gather, analyze, and synthesize qualitative and quantitative information.
• Demonstrate planning experience including the leadership, facilitation, coordination, and data analysis and visualization.
• Experience and knowledge of evaluation methods, evaluation frameworks, quality improvement methodologies, indicator development, change management and project management.
• Excellent interpersonal, verbal, and written communication skills.
• Demonstrative experience in the development of reports, presentations, and briefing documents.
• Be adept in the area of knowledge translation.
• Be forward thinking and innovation minded.
• Demonstrated computer skills and knowledge of data sources, methodologies, and healthcare electronic systems.
• The ability to effectively utilize Microsoft Office Suites, specifically Word, Excel, and PowerPoint. Working knowledge of Microsoft Power BI would be considered an asset.
• Proven capability to function in a fast paced and changing environment and manage competing priorities.

Other:
The incumbent:
• Must have a satisfactory record of work performance and attendance.
• Will be expected to reside within the Province of Newfoundland and Labrador.
• Be expected to work outside of regular working hours as necessary and have the ability to travel to health sites as required.
• Possess a Class 05 driver's license.
• Present a satisfactory certificate of conduct from the RCMP or local police authority.
