Job Title: Manager of Communications

Location: Corner Brook, NL

Hours of Work: Monday to Friday, 9:00 AM - 4:00 PM

Rate of Pay: Under Review

Job Description: The Manager of Communications will lead the development and execution of internal and external communications for Qalipu First Nation (QFN). This strategic role involves advising senior administration, Chief, and Council on sensitive communications matters, ensuring all messaging aligns with QFN's values, mission, and strategic priorities. The Manager will foster transparency, cultural sensitivity, and meaningful engagement with both community members and external stakeholders.

As a member of the management team, the Manager will collaborate closely with leadership to secure appropriate approvals and ensure communications initiatives are effectively implemented.

Key Responsibilities

· Develop, implement, and regularly update the Communications Policy to reflect evolving community needs.

· Lead media relations, including drafting press releases, advisories, and public service announcements; serve as QFN's primary media contact.

· Oversee the execution of the QFN Communications Plan in alignment with strategic priorities.

· Supervise and mentor the Communications Officer, ensuring departmental goals and professional development are met.

· Collaborate with senior leadership to plan and manage marketing and communications strategies for programs, projects, and events.

· Attend Chief and Council meetings to prepare reports and anticipate communication needs.

· Disseminate decisions from Chief and Council to internal and external stakeholders.

· Provide input and reports for Executive Standing Committee meetings as required.

· Coordinate communication training for Council members in partnership with the Band Manager.

· Manage digital platforms (website, social media), ensuring consistent and culturally appropriate messaging.

· Prepare speaking notes, key messages, briefing materials, and background documents for leadership.

· Develop and implement a crisis communication strategy.

· Organize community engagement initiatives such as public forums and information sessions.

· Support proposal writing across departments as needed.

· Oversee the production of QFN publications, including the Annual Report and Membership Information Guide.

· Ensure compliance with QFN bylaws related to communications, including the Annual General Assembly and elections.

· Maintain confidentiality and uphold privacy standards in all communications.

· Monitor and report on the effectiveness of communication strategies using engagement metrics and community feedback.

· Respond promptly to sensitive communication needs.

· Adhere strictly to the Code of Conduct and Conflict of Interest policies.

· Perform other duties as assigned.

Qualifications

Education: Bachelor's degree in Communications, Public Relations, Marketing, Indigenous Studies, or a related field. Equivalent experience and training will be considered.

Experience: Minimum of two years in a communications-related role, preferably within a similar organizational or community-focused setting.

Working Conditions: This role is primarily office based. However, from time to time, the Manager will be expected to attend events outside of the office on behalf of Qalipu First Nation. Candidates must be available to work evenings and weekends where needed. Some travel and overtime may be required.

The successful applicant must possess a valid drivers license and have access to a reliable vehicle.

Full-time Employee Benefits:

Annual Leave: FT employees - Three weeks per year.

Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.

Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the later part of April and continues until the last week of September.

Christmas Break: the office closes down during the Christmas break; this is an added bonus that employees are entitled to.

FT Employee Benefits: Option to enrol in C of C - Employee Benefits Plan.

Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band.

FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick and family medical days per year.

Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.

Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbour.

Volunteer Program: Employees may volunteer outside of the organization up to 21 hours.
