The Healthcare Infrastructure Projects Division is an integral part of the crown corporation Build Nova Scotia (BNS) and, as such, shares its mission to ensure proper remediation and best use of provincial land assets. This is an exciting time to join BNS, as it undertakes major infrastructure initiatives in Cape Breton.

Build Nova Scotia is looking for a Project Manager with large scale IT Infrastructure and Building Systems IT/OT projects experience in design, planning, implementation, construction, and oversight that will easily integrate into the broader established construction team located in Sydney, NS.

Information, communications, automation technology (ICAT) plays a pivotal role enabling the necessary functionality at these facilities so there is a need for experienced IT Infrastructure Project Managers to lead activities delivering the functional design, building the systems, and commissioning the information technology and operations technology (IT/OT). In addition to managing these multi-year projects, the Project Managers are also required to manage smaller IT infrastructure pre-works enabling projects within the Cape Breton region.

There are three buildings being built on the Cape Breton Regional Hospital campus which include a new Energy Centre, a stand-alone Cancer Care Centre and a new Clinical Service Building that will expand critical care and OR services for the entire region.

Two new 60-bed Long-Term Care/ Health Care Clinics are being built in Northside and New Waterford to replace aging facilities.

Glace Bay Hospital Emergency department and renovations to pharmacy, surgical services, the ophthalmology clinic and more, to meet current and future demands.

Responsabilités

The IT Infrastructure Project Manager is the prime point of contact to engage with our construction partners to ensure consistency in the ICAT delivery according to the provincial standards, according to respective design and trade package documents for the Construction Management (CM) Projects throughout the region.

The Project Manager will initially be focused on completing the ICAT design inclusions, establishing the construction phase plans, and then ensuring procurement, installation, integrations, commissioning, and operational readiness requirements are achieved. These are multiphase, multiyear, complex projects which are in flight already.

The Project Manager will liaise with multiple governmental departments to ensure delivery to the QEII New Generation projects. You will work with Build Nova Scotia and Public Works design engineering, with the department of Cyber Security Digital Solutions technical operations teams involved in delivering all IT Services, with Nova Scotia Health Facility Management Services for OT systems, with Nova Scotia Health IMIT for clinical systems, to enable Healthcare strategy, with external Systems Integrators and with Service Providers engaged by the province to deliver services.

Additional Duties:

· Establish and manage project charters & timelines for ICAT deliverables.

· Manage the timely delivery, procurement, and capital budget of all ICAT work within the province's scope.

· Manage the ICAT Technical Project Plans, engage the operations teams and keep the Action/Risk/Decision Logs for the projects.

· Engage with design consultants and participate in appropriate design team meetings to ensure consistency in the ICAT delivery according to provincial standards.

· Ensure coordination of all IT/OT Integration deliverables with FMS and IMIT.

· Provide advice & support to Program Management and Program Director as appropriate.

Qualifications

This role requires a qualified IT Infrastructure Project Manager with Intermediate to Senior Project Management skills to manage technical deliveries into the construction projects as part of the dedicated integrated project team.

B.Sc. in Computer Science from a recognized Information Technology program with at least 5 years related experience or acceptable equivalent.

Knowledge of Project Management tools (MS Project, SharePoint, Visio), methods and life cycles (such as waterfall and agile) required.

Experience leading IT Infrastructure Projects with scope greater then $5M.

Nice to have knowledge of Architecture and Construction Management tools (BlueBeam, eBuilder, Gate3, Fieldwire, BIM 360, Revit, dRofus).

Outstanding record of project management success both in results achieved and in use of professional methodology.

Pro-active in developing and implementing strategies that significantly mitigate risk.

Demonstrated experience managing multi-stakeholder project teams involving complex systems design, long time frames and many diverse users.

Knowledge of the principles and specific challenges pertaining to ICAT and IT/OT project management within a shared services organisation.

Demonstrated project leadership competencies in critical thinking, problem solving, collaboration, communications (internal and external), decision making, collaboration, influencing, leading as well as taking responsibility and accountability.

Ability to communicate and negotiate terms and conditions and present sound reports to clients, directors, and governing bodies.

Certifications:

Current PMP Certification or equivalent required.

Workplace Hazardous Materials Information System (WHMIS 2015)

ITIL Foundation certification or equivalent is beneficial.

COBIT Training / understanding is beneficial.
