Halifax Regional Municipality is inviting applications for the permanent, full-time position of Manager, Service Delivery with Halifax Transit. Under the general direction of the Director, Transit Operations, the Manager, Service Delivery is responsible to lead and direct an extensive group of front-line resources providing 24/7/365 service to achieve specific business goals and performance targets in alignment with Halifax Transit's strategic plan.

Halifax Transit recorded a daily average of 64,000 boardings across all service modes, emphasizing the role Halifax Transit plays in the daily mobility routine of the region. This position will play a key role in the development and implementation of the Safety program including the Transit By-Law.

DUTIES & RESPONSIBILITIES

  • Provide direction to the Superintendents who are leading the day-to-day safe and efficient delivery of overall conventional transit service which includes support to over 700 operators, 400 municipal assets and 72 routes across HRM.
  • Prepares and recommends for approval the operating budget for the division.
  • Regular review of existing systems, service levels and management processes of the various work functions.
  • Ensure compliance of Transport Canada (TC) security regulations, and serve as the liaison between TC and Halifax Transit as the Company Security Officer (CSO).
  • Ensures high quality, customer focused transit service delivery.
  • Foster the development of staff with improved management practices.
  • Ensures that service delivery is responsive to the needs of clients while maintaining fiscal responsibility.
  • Respond to emergency situations/critical incidents as required in support of the service.
  • Leads in the collaborative response of Halifax Transit in the case of Emergency Operations Centre requirements, emergency operational incidents, and Special Events, in a 24/7/365 environment.
  • Lead in collaboration with the Business Analyst, the analysis of collected data and make recommendations on service delivery and security improvements.
  • Oversees and participates in the recruitment and selection process in consultation with HR. Identifies staffing requirements and makes hiring decisions.
  • Manages employee performance and conduct. Assesses and determines corrective action, as appropriate, in consultation with HR/LR. Makes determination for discipline and/or termination, as appropriate.
  • Recognizes employee achievements and makes recommendations for awards.
  • Ensure that HRM's Diversity and Inclusion values are embedded in the transit service delivery for the municipality.
  • Leads, motivates, and inspires others by fostering a positive team environment with an emphasis on service delivery and continuous improvement;
  • Develops and manages relationships that will support information sharing in a multi-location transit environment.
  • May perform additional duties as assigned.

QUALIFICATIONS

Education & Experience:

  • Completion of a related University/College level program in an area such as criminology, police sciences, or business administration.
  • A minimum of five years of progressive leadership experience in a complex, unionized, public transit operational environment.
  • An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application
  • Experience in the preparation of cost analysis, operating budgets and budget control
  • Minimum of Incident Command Systems (ICS) Section Chief or the willingness to obtain (as provided by HRM).
  • A demonstrated track record of exercising good judgment, being committed to quality customer service and safe work practices, and developing effective, respectful work relationships.
  • Graduation from HRM's Aspiring Leader's Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

Technical/Job Specific Knowledge and Abilities:

  • Able to excel in a dynamic, fast-paced operational environment.
  • Sound knowledge of transit operating requirements, practices, current issues, and trends is an asset.
  • Sound knowledge of operational analytics and resource deployment.
  • Able to implement and communicate a strategic vision for transit operations.
  • Demonstrated ability to work both independently as well as in a team environment.
  • Excellent written and verbal communication skills.
  • Good negotiation, facilitation, team-building, and consensus-building skills.
  • Must demonstrate a high degree of confidentiality.
  • Able to maintain a calm leadership approach in crisis situations.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

HOURS OF WORK: Monday - Friday, 8:00am - 4:00pm. Additional hours will be required to meet operational needs.
SALARY: NU09, Non-Union, $95,480 - $131,290
WORK LOCATION: Burnside Transit Center 200 Ilsley Avenue, Dartmouth. Work location can be changed according to operational requirements.
