The College of Physicians and Surgeons of Nova Scotia (the College) serves the public by regulating the province's medical profession in accordance with the Nova Scotia Medical Act and its regulations. Among other responsibilities, the College licenses physicians to practise medicine, supports high standards of medical practice, and investigates complaints about physicians.

The College is seeking individuals to serve as public representatives on its governing Council. The College strives to create a diverse and inclusive work environment that represents the communities it serves. For at least one of the positions available, we encourage candidates who identify as Indigenous Nova Scotian to apply. We are also seeking candidates with a background in accounting or financial management. The candidate cannot be a physician (either at present or formerly).

The successful candidates will serve on Council and on at least one committee of Council. Meetings are normally held during business hours and occasionally extend into the late afternoon. The time commitment to serve on Council is approximately 20 hours of meeting time per year, plus preparation time. The time commitment to serve on committees could range from 10 hours to 50 meeting hours per year, plus preparation time. All meeting time is compensated.

The successful candidates will be asked to represent the public perspective regarding the regulation of the medical profession. The successful candidate will be one of five public members on Council, serving with 8 physicians elected from around the province, a physician appointed by Dalhousie Faculty of Medicine, and representatives of medical learners.

AUTHORITY

The Council is the legal authority for the College of Physicians and Surgeons of Nova Scotia. The Council serves as the governing body for the College.

Each member of the Council, acting in a position of trust for the membership and the community, is responsible for the effective governance of the organization and is responsible for meeting the statutory, fiduciary and ethical responsibilities of the College.

TERM

· 8 members of Council are elected by the membership and serve a maximum of three consecutive three-year terms

· 1 member is appointed by the Dean of Medicine, Dalhousie University, Faculty of Medicine, for a term length determined by the Dean

· 5 public representatives are appointed by Council and serve a maximum of two consecutive three-year terms

· 1 member holding the Residents’ Position is appointed by Maritime Resident Doctors and may serve for a maximum of three years

CONFLICTS

Sitting members of Council must not represent a health organization whose mission may conflict with the College, including but not limited to: Doctors Nova Scotia, Canadian Medical Association, and the Canadian Medical Protective Association.

More specifically, sitting members must not sit on the Board of, or occupy a senior position with, such an organization.

If sitting members provide some service to such organizations, such as participating on working Committees, this activity should be reported to Council for assessment of possible conflict of interest.

REQUIREMENTS

· Knowledge of and interest in professional regulation and working knowledge of the Medical Act

· Understanding of the statutory, fiduciary and ethical responsibilities of the College

· Willingness to work as an effective and respectful Council and Committee member

· Commitment to the work of the College (a time commitment of 14 hours per month, including Council preparation, meeting and committee meeting time)

· Understanding of the services provided by the College and publicly supporting them

· Computer skills to keep pace with the College’s commitment to security and a paper free workplace

MAJOR DUTIES

· Govern the College in accordance with the Medical Act and consistent with the broad policies developed by the Council

· Serve on at least one committee and actively participate (with the exception of the Residents’ Position on Council)

· Prepare for, attend and participate in the discussions and the deliberations of the Council

· Recognize and be prepared to identify a conflict of interest

· Be accountable to the membership for the services provided

· Abide by and support majority decisions of Council

· Attest to the public accountability of Council process

In addition to the above, each public representative is expected to:

· Provide a public perspective

· Contribute to Council's understanding of power imbalances between the profession and the public
