About Reaching Home: AHANS is also the Community Entity for the Government of Canada's Reaching Home program. Through this program, AHANS is a leader in the community working to find and implement impactful solutions aimed at reducing homelessness in our province. As a community led program, AHANS works with volunteer advisory boards to identify and fund solutions to reduce chronic homelessness. AHANS administers both the Designated Community Stream for Halifax Regional Municipality (HRM) as well as a Rural & Remote Stream that serves rural parts of Nova Scotia (outside HRM and CBRM). About the Role: Reporting to the Director - Programs, you will deliver on AHANS commitment to building an effective system of care for Nova Scotians experiencing homelessness. As a data system specialist, you will ensure the effective collection and analysis of data from agencies that make up the homelessness and housing system of care in Nova Scotia and use that data to help make decisions that provide solutions that create meaningful change in efforts to prevent and reduce homelessness. You will also oversee and administer HIFIS (the homelessness management information system that Nova Scotia & PEI uses to collect data from homeless serving agencies), the system that helps us make decisions on how to develop an integrated system of care, making it easier for individuals and families to access services and supports.

Practically, the role includes:

  • Conduct data analysis and provide recommendations regarding regional level gaps, needs, and areas for support
  • Leads the creation and generation of data sharing / provision agreements on behalf of AHANS with various stakeholders and participants in data sharing
  • Oversight of all aspects of AHANS commitment to deliver HIFIS across the served communities
  • Advocate for the benefits of HIFIS and provides HIFIS orientation to all agencies interested in being a part of the HIFIS-NS network
  • Coordinate all HIFIS duties with the team, including data entry, reporting, and other database related duties to ensure the accuracy and timely submission of the data, including monitoring hired contractors for HIFIS training and HIFIS Support Desk
  • Lead the building and maintenance of a common data dictionary and user guides for all HIFIS modules
  • Research policies, procedures, and data management best practices and compliance
  • Lead HIFIS Governance and Community of Practice Committees
  • Run and review regularly scheduled reports of participating agencies to ensure good quality data is being entered into the systems
  • Implement HIFIS Data Quality Audits and Privacy Standards
  • Assist with the preparation of annual reports to the funder
  • Maintain and ensures compliance with Data Provision Agreements with Governments of Canada and Nova Scotia and Service Level Agreements with HIFIS using Agencies

Work Conditions and Physical Capabilities: Office environment; occasional work under pressure; regular site visits to funded sub-projects (travel required) to homelessness response facilities and housing programs throughout the community and Province.

Typical working hours: Monday to Friday, 8:00am until 4:00pm. Flexibility in work hours will be expected to meet the needs of sub-projects funded.

Required education and experience:

  • Degree or diploma in data science, database administration, data analytics/related area and a minimum of 3 years related work experience. Equivalencies may be considered in conjunction with extensive professional development.
  • Experiencing in creating, assessing, and building shared databases and data sharing agreements
  • This position requires knowledge of and/or awareness of housing, homelessness, poverty as well as systemic and structural issues impacting housing access in Canada.
