Applications are invited for the position of Chief of Discipline, Surgery. Reporting to the Senior Director of Medical Services, the Chief of Surgery is responsible for development, implementation and ongoing evaluation of high quality and patient centred surgery services on a regional basis. The Chief of Surgery provides guidance and support to all members of the discipline appointed to medical staff including orthopaedic surgeons, general surgeons, dentists, urologists, ophthalmologists, ENT surgeons as well as the surgical assist GP and Surgical Physical Assistants. This is accomplished through various mechanisms including consultations with appropriate Chiefs of Staff, discipline meetings, and providing representation on RMAC. The Chief of Surgery is also responsible for the management/supervision of approximately 23 medical staff members including salaried physicians at WMRH (Western Memorial Health Clinic) as well as fee for service and APP Surgeons appointed to medical staff at WMRH. Direct supervision/management for Surgeons at other sites is provided by Chiefs of Staff (COS).

The Chief of Surgery takes a lead role in the development of regional standards of practice for Surgery. This includes holding Discipline Meetings on a regular basis and representing Surgery on an organizational level on appropriate committees (ex. PEC) and on RMAC. The Chief of Surgery supports the COS's with investigation of complaints and occurrences related to their discipline. The Chief of Surgery is actively involved in recruitment and retention of Surgeons through participation in hiring, orientation and performance development. The Chief of Surgery works with partners to ensure that appropriate level coverage is in place through development of on call rotas (General Surgery, Orthopaedic Surgery, Urology and Ophthalmology).

The incumbent will work directly with various VP's and Directors, Chiefs of Staff, the COO, the Senior Director and the Regional Director of Medical Services in ensuring the effective organization, management and functioning of the medical staff within the Discipline of Surgery. Accountabilities include Medical Administration, Quality Initiatives, Resource Management, Planning, Communication and Leadership. A detailed Position Description can be obtained from the Medical Services Office of Western Health.

Qualifications Required: Eligible for licensure as a Surgeon with The College of Physicians and Surgeons of Newfoundland and Labrador, Royal College of Physicians and Surgeons of Canada eligible, preferably with post-grad qualifications in health care administrative studies or significant administrative experience. Familiarity with NL Health Services, Western Zone Bylaws (under review), Policies and Procedures pertaining to Medical Staff is required.

The successful applicant must have the ability to compile and analyse statistical information related to medical staff issues, possess excellent written and oral communication skills, and also have a proven track record within a regional health organization. A demonstrated track record with the use of quality assurance, risk and utilization management is desired. Strong organizational, financial management and decision-making skills are required.

Applicants must be able to demonstrate the ability to work with people in all departments of this large organization and our member organizations and must be able to communicate effectively with external organizations. A familiarization with computers and computer software including word processing, spread sheeting, and database applications in a business setting is required.

Hours of Work: 25 hours per month
