Regional Medical Officer of Health, Temporary Full-Time
Population and Public Health, Central Health and Western Health, Newfoundland and Labrador, Location to be Determined

The Central and Western regions of Newfoundland is home to many pristine communities perfect for any active individual looking for a quaint, quiet, safe community to live, without the busy lifestyle of larger cities.

Definition of work: Regional Medical Officer of Health (RMOH) is accountable for supporting Western Health (WH) and Central Health (CH) through leadership and expertise related to the protection and promotion of health and the prevention of disease and injury. Through inter-disciplinary and inter-sectorial partnerships, the RMOH assists in the assessment and measurement of the health of populations and the development of strategies for improving health and well-being through health protection, health promotion and disease and injury prevention initiatives.
The RMOH is responsible for supporting the Office of the Chief Medical Officer of Health (OCMOH), when necessary, through delegation, in legislated health protection responsibilities. Under the current legislation (Communicable Disease Act and Health and Community Services Act), the RMOHs are responsible for informing, investigating and taking action on any health hazard, notifiable disease or condition, communicable disease or public health emergency that poses a threat to the health of the population.
The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements.

The RMOH may be engaged in strategic prevention and health care initiatives that are led by the Department of Health and Community Services (DHCS).

Key Responsibilities:
* Provides leadership, strategic direction and scientific expertise to the health protection function of DHCS and Service NL under the Health Protection Act.
* In the absence of the Chief Medical Officer of Health, or when the Chief Medical Officer of Health is unable to discharge its duties, RMOH may be delegated the powers and authority of the Chief Medical Officer of Health.
* Experience and knowledge in lean improvement processes and methodologies.
* Provides leadership, strategic direction and content expertise to the health promotion and disease and injury prevention functions of the RHA.
* Works to improve the health of the public through cross-department/program and inter-sectorial collaboration on policies, programs, actions and approaches that impact the determinants of health.
* The RMOH is required to share after-hours coverage (evenings, weekends and holidays) with the MOH / CMOH team.
* Provides a public health perspective to DHCS and RHAs discussions and decisions regarding health services and patient care.
* Supports the Department of Population and Public Health through the provision of public health physician expertise to the Vice President of Population and Public Health at WH and CH and their senior leadership team.
* Provides public health physician expertise to the Regional Directors for Population and Public Health and the Public Health Leadership teams.
* Provides public health physician expertise to Service NL on issues involving the interface between human health and the environment as well as to support the health protection responsibilities assigned to Service NL.
* Supports the office of CMOH in providing the public with an independent assessment and voice on issues impacting the health of the public and acts as a media spokesperson to provide and disseminate scientific health information in a timely manner.
* May be requested to represent Newfoundland and Labrador at provincial, regional federal, federal/provincial/territorial meetings, committees and conferences.
* Contributes to research and knowledge translation on areas that are of interest for Newfoundland and Labrador health issues.
* Participates in the teaching and training of current and future public health and other health care practitioners.

Required qualifications:
* A medical degree with a full license to practice medicine in the province of Newfoundland and Labrador.
* Current certification in Public Health and Preventive Medicine with the Royal College of Physicians and Surgeons of Canada and/or equivalent qualifications in public health.
* Five years' experience.
* Strong interpersonal, communication and human relations skills.
* Demonstrated leadership and facilitation skills.
* Demonstrated knowledge of Lean Health Care.
* Demonstrated application of Patient Centered Care.
* A satisfactory record of work performance and attendance is required for this position.
* A satisfactory certificate of conduct from the RCMP or local police authority.

Preferred qualifications:
* The MOH may hold an academic appointment with Memorial University.

Hours of work: 70 hours biweekly
Salary: This is a salaried position and the compensation is specified in the Memorandum of Agreement between Newfoundland and Labrador Medical Association and Government of Newfoundland and Labrador
