We are currently seeking an Emergency Response and Crisis Management Lead to join our Health, Safety and Operational Risk team in Thompson, Manitoba. This is a permanent position.
The Emergency Response and Crisis Management Lead is responsible for coordinating and leading the execution of emergency management activities for very-critical scenarios in our Vale Manitoba Operations, including both emergency response at our surface plants as well as underground activities. The role supports the improvement of emergency and crisis management processes and related activities in collaboration with Vale NA, Base Metals and Vale Global Risk teams. Working closely with the Risk Owners (i.e. site managers), the HSR Business Partners and the on-site teams, the role supports the (i) development of event specific response plans, (ii) planning/execution of simulation exercises, (iii) development and administration of training, (iv) building of site-level capacity through expertise/experience, and (v) structured and consistent response to emergency situations.
The role incumbent is responsible for planning, coordinating, executing, and monitoring Vale Manitoba Operations crisis management activities and critical issues. The role will ensure an enhanced level of response, coordination, and quality of decision making.

Requirements & Accountabilities:
  • Responsible for (i) the management of emergency response and mine rescue across Vale Manitoba Operations, (ii) supporting implementation in operations, and (iii) the incorporation of best practices and applicable standards across the sites.
  • Responsible for maintaining knowledge of risk scenarios classified as very-critical and ensuring consistency across the site-based emergency response plans.
  • Support Risk Owners (site managers), HSR Business Partners, and personnel at the operating sites in the establishment of site-level emergency response plans, in development of an emergency response organization in each location, and in competency and capacity development.
  • Coordinate mine rescue team participation, training, and coverage through Vale Manitoba Operations Mine Rescue and Manitoba Mine Rescue - MAMI.
  • Coordinate fire rescue, rope rescue and confine space team participation, training, and coverage.
  • Focus on innovations to advance the competency and capacity of all rescue teams.
  • Support Risk Owners in the development and execution of the annual emergency drills plan for Ontario operations, focused on very-critical risk scenarios.
  • Coordinate the critical review of drills, as well as actual events, proposing improvement actions, whenever necessary. Responsible for ensuring the compilation of all lessons learned.
  • Interface with community-based emergency services agencies as the key Vale contact (e.g., Thompson City Fire Department and EMTs) and establish appropriate communication routines and service level and support agreements.
  • Coordinate the development and implementation of mutual aid plans and crisis plans, involving relevant stakeholders such as companies and communities (e.g., City of Thompson).
  • Ensure that appropriate training and competency development are carried out for delivery of site-level emergency first aid and support the Risk Owners in ensuring that adequate site coverage is maintained.
  • Establish practices/procedures for controlling documentation of emergency, crisis and business continuity plans, ensuring their approval, recency, and availability.
  • Establish, support and ensure maintenance of software and electronic systems used in support of emergency response (e.g., Everbridge)
  • Represent Vale on provincial committees as required

Crisis Management:
  • Establish and maintain a crisis management structure that incorporates (i) crisis prevention, (ii) critical issues management, (iii) an effective and timely crisis resolution process, and (iv) post-crisis assessment and the incorporation of lessons learned.
  • Establish effective channels of communication with all internal and external audiences involved in the management of critical issues and crises to ensure an increase in the effectiveness, agility, and accuracy of the company's response to probable, imminent, or real crises.
  • Ensure the adequate state of organizational readiness, including education, training, and simulated processes.
  • Support and ensure maintenance of software and electronic systems used in support of crisis management (e.g., EMQnet)

About You
  • Canadian Registered Safety Professional (CRSP) preferred
  • Post-secondary education in Occupational, Health & Safety or related field is an asset
  • Qualified first aid Instructors or those with a Level 1 Firefighter certificate encouraged to apply
  • 5 to 7 years of experience required
  • Ability to lead and facilitate training programs such as Mine Rescue and First Aid
  • Excellent written and verbal communication skills
  • Strong analytical, planning, organizational and time management skills
  • Able to work effectively without extensive supervision
  • Ability to solve problems and make decisions under pressure
  • Proficient in MS Office, particularly Excel
