Reporting to the Board of Directors, the Chief Executive Officer is accountable for the overall success of the Joint Regional Transportation Agency, including the implementation of all related government legislation, strategies, and policies. The CEO provides leadership and strategic direction to the employees of the Agency and works with the Halifax Regional Municipality (HRM) and other stakeholders to ensure a regional approach to create and execute a multi-year transportation plan for the safe, efficient, and coordinated movement of people and goods within a system prepared for unprecedented, rapid growth.
1. Works closely with and takes direction from, the board of directors and the advisory board appointed by the Minister of Public Works (see Reporting relationships) to create, implement, and maintain a 5,10, and 20-year master transportation plan to guide the work of the Agency.
2. Leads the Agency in a comprehensive review of all modes of transportation associated with the region including roads, bridges, highways, ferries, transit, rail, airports, ports and active transportation for the purpose of creating the master plan.
3. Leads the development, implementation, and evolution of the Agency's vision and mission statements as well as the annual business plan and progress report which are submitted to the Minister of Public Works.
4. Ensures compliance with all government legislation and regulations and implements legislation and board-approved policies related to regional transportation and the strategic transportation objectives of Government.
5. Develops and maintains relationships with key stakeholders including the Halifax Regional Municipality and Halifax Transit, the Halifax Port Authority; the Halifax International Airport Authority; and the Halifax Harbour Bridges. Strong relationships are also required with provincial, federal, and municipal departments (as well as elected officials).
6. Serves as the key spokesperson for the Agency and the Board, as it relates to regional transportation issues and Government objectives.
7. Ensures the effective management of human resources by setting and evaluating staff performance targets, promoting diversity and a healthy, respectful workplace, demonstrating the leadership competencies, respecting corporate human resources policies and practices, promoting teamwork and individual development, maintaining internal communication,
8. Ensures the effective management of the agency's financial resources by monitoring revenues and expenditures, adhering to procurement guidelines, acquiring goods and services in the most cost-effective manner, and accurately forecasting budget requirements for the fiscal year.
As the ideal candidate, you have a post-secondary degree in Engineering, Regional and Urban Planning, Business Administration or other relevant discipline, along with ten plus years of progressive experience in a leadership role.
You must be highly collaborative person with strong abilities in relationship building and reaching consensus.
A results-oriented leader with a proven ability to create alignment across various sectors, you can effectively manage diverse teams of project consultants and representatives from various stakeholder organizations to help develop strategic direction and master plans.
You have a proven track record in strategic planning, operations and budget management requiring creativity and political astuteness. You have good knowledge of relevant legislation, regulations, standards and codes related to regional transportation and the strategic objectives of Government.
Exceptional at managing, prioritizing, and planning, you draw upon your natural people leadership skills to work cohesively and effectively with diverse team members, and you can propose innovative and industry-leading solutions and recommendations for accomplishing agency and government objectives.

Over 45% of the population lives in HRM which is the largest growth on its 272 year history. This creates challenges for planning to support future growth and allowing for efficient movement of people and goods in order to retain and continue growing our population.
