St. Thomas University is an undergraduate, liberal arts institution with a full-time enrolment of 1,900. Its students graduate with Bachelor of Arts, Applied Arts, Education, and Social Work degrees. The faculty members are distinguished teachers, researchers and scholars, and the university holds two Canada Research Chairs.

Reporting to the Director of Human Resources, the Human Resources Officer is responsible for an extensive range of administrative duties in the areas of staffing, employee development, job analysis and evaluation, policy administration, industrial relations, faculty relations, health and safety, wellness, employee recognition, and data management. This position primarily contributes to the mission of the University by supporting non-academic and academic staffing processes. This position is required to work closely with other members of the Human Resources Department as well as senior members of various administrative units and academic staff.

Responsabilités

- Act as a resource to Hiring Committees (in particular the Hiring Manager) to ensure the University is recruiting and selecting candidates with the desired experience, qualifications, and fit.

- Administer the probationary review process and conduct 1-month check-ins with new staff employees.

- Respond to employee training and development needs by working with employees/supervisors to find financially feasible solutions to address individual and/or broad-based knowledge and performance gaps. This includes fulfilment of the University's obligations under the Staff Collective Agreement.

- Administer, in partnership with supervisors and the Director of Human Resources, the development, revision, and record-keeping processes for all staff job descriptions.

- Assist with the administration of the University's job evaluation program for unionized staff employees.

- Strategically develop new policy and revise existing policy based on the current and future priorities of the University.

- Develop standard operating procedures and guidelines to facilitate the effective functioning of the Human Resources Department.

- Assist with the administration of the Staff Collective Agreement.

- Prepare multiple reports required by the Full- and Part-time Faculty Collective Agreements.

- Perform a variety of administrative functions relating to key elements of the hiring and employment status of Part-time Faculty including but not limited to liaising with academic leadership, the Part-time Faculty seniority list, Regular Appointment processes, compensation, and contract preparation.

- Chair the St. Thomas University Wellness Committee and coordinate Committee activities as required.

- Assist the Director of Human Resources with health and safety tasks and responsibilities, including but not limited to policy development, orientation, training, and recordkeeping.

- Administer the University's 25-year Service Award program and coordinate the University's annual Recognition Dinner.

- Maintain and update employee records according to standard procedures and formats and produce a variety of reports upon request using data from the Human Resources Information System.

Qualifications

- A university degree in business administration, public administration or in a related field, with a major in human resources, supplemented by a minimum of three (3) years of experience in human resources, or recognized equivalencies.

- Chartered Professional in Human Resources (CPHR) designation is an asset.

- Extensive professional experience recruiting and selecting employees.

- Ability to provide professional, high quality, friendly service to internal and external stakeholders.

- Advanced skills in all MS Office products and web-based and database (HRIS) programs.

- Experience administering and interpreting collective agreements.

- Initiative, strong organizational and analytical skills, attention to detail, and ability to work independently.

- Ability to integrate rules, regulations and instructions into policy and procedures.

- Ability to demonstrate strong interpersonal skills and to exercise discretion, tact, and judgment in situations involving high conflict, emotion, and urgency.

- The ability to maintain confidentiality as it relates to employee personal information and privacy.

Hours of work: Monday to Friday; 8:30 a.m. - 4:30 p.m.
