Job Description

As a member of the Hospital Finance team, the Payroll Manager is responsible for the accurate internal payroll processing for approximately 5,000 full time, part time and casual employees. Reporting to the Controller, Financial Services, and managing a team of four staff, the Payroll Manager is responsible for maintaining proper controls & privacy over payroll data. Working closely with Human Resources, this role is responsible for ensuring adherence to the hospital's policies, collective agreements, as well as federal and provincial legislation. The payroll team supports all three hospital sites, outpatient clinics, Hospital Foundations & Hospital Volunteers Associations. This role is an internal subject matter expert on payroll processing and supporting systems. The Payroll Manager is a primary contact for internal & external stakeholders.

  • Accountable for the accurate and timely bi-weekly internal payroll processing & reporting for ~5,000 employees
  • Leading a team of 4 professional staff, providing coaching & development opportunities, setting team goals and personal objectives and managing performance
  • Month end reporting duties including preparation & posting of journal entries, completion & review of monthly account reconciliations
  • Prepare all 3rd party annual reconciliations & remittances
  • Create, update and maintain all payroll department policies / procedures and documentation as required
  • Lead annual audit for payroll with external auditors for all entities
  • Plan, execute and report on the findings of internal department payroll audits
  • Responsible for the implementation, testing and maintenance of dictionaries for the payroll system, payroll rules processing and documentation for the e-Schedule system and the planning, testing of other software systems as required
  • Provide organizational wide training as required
  • Actively identify & lead process improvement strategies & cross functional projects
  • Participate in on-going professional development to maintain current knowledge base related to payroll, information systems and financial management issues
  • Ad hoc analysis & reporting for all levels of management
  • Other duties as assigned
Qualifications
  • Successful candidate must have a Payroll Compliance Practitioner designation, other payroll certifications are an asset
  • Diploma or university degree in a related field required
  • Minimum of 7 years of progressive relevant payroll experience is required
  • A minimum of 3 years of management experience is required
  • Demonstrated success in a fast paced, high complexity & high- volume work environment required
  • Proven ability to remain solution oriented when faced with difficult situations
  • Demonstrated knowledge of financial reporting is required
  • Technically competent as demonstrated with experience in large ERP systems & intermediate Microsoft Excel skills, Meditech experience is an asset
  • Excellent verbal & written communication and able to effectively work will all levels of the organization with a customer focus
  • Must be innovative, tactful, detail-oriented and have initiative
  • Proven analytical, and organizational skills with the ability to organize, prioritize and multitask in a fast paced environment is essential
  • Working in a hospital environment or other large government sector not-for-profit organization (“NPO”) preferred
  • Satisfactory employment and attendance record

Salary: $92,286 - $114,336 annually
