The Manager, Recreation, Culture and Events is responsible for community enablement initiatives and projects that contribute to healthy community development by consulting and facilitating partnerships for service delivery, identifying and accessing grant opportunities, and working closely with Advisory Committees. Manages and administers community services including youth, adult and older adult recreation, aquatics, cultural programs and events, incorporating the standards of High Five, Youth and Age Friendly requirements.

Compensation
$89,317 - $104,488 per annum
Qualifications
  • Equivalent of a University degree with additional specialized courses in Recreation and Leisure Studies or related field.
  • Five (5) or more years of experience in Parks, Recreation and Culture Services, including supervision of employees.
  • Current certifications related to standard CPR and First Aid.
  • High Five: Principles of Healthy Child Development certification required
  • Valid and satisfactory Class ‘G' Driver's License and access to own vehicle.
  • Valid and satisfactory Vulnerable Sector Check.
  • Ability to work flexible hours which will include evenings and weekends.
Responsibilities
  • Responsible for the research, design, initiation and management of recreation and leisure programs, including, but not limited to: partnerships, aquatics, youth, adult, culture, older adults and community and corporate special events which are to be provided by the Department or in partnership with the Department.
  • Ensure services are operated in a safe and efficient environment and that all standards and legislation governing the provision of programs and services are met (E.g., High Five, Youth/Age Friendly, Ontario Health Regulations, Health and Safety, Employment Standards Act, Childcare and Early Years Act, etc.).
  • Lead and manage Recreational Staff, providing direct and indirect supervision of staff, including hiring, performance management, identifying and implementing staff training, scheduling, professional development, succession planning and payroll.
  • Ensure an environment of customer service excellence when dealing with all internal and external stakeholders and ensure the HIGH FIVE standards and guidelines are implemented in the recreational and aquatic programs.
  • Work collaboratively with community groups, agencies, staff, Advisory Committees, and Partners to identify needs and develop agreements, programs, and services accordingly. E.g., Playground Development, Trail Improvements, Community projects. Liaise with community groups for fundraising, project development, and design, including leading Open House forums. Committee participation includes the Parks, Recreation and Culture Advisory, Waterfront and Riverwalk Working Group, 55+ Program Committee, fundraising committees, Local School Boards, Northumberland Sports Council and the Health Unit.
  • Develop and implement service standards and effective operational plans following the Corporate Strategic Goals, the Leisure Services Master Plan, the Age Friendly Community Action Plan, Waterfront and Riverwalk Master Plan and the Cultural Plan in addition to other planning initiatives and documents.
  • Provide project management support and leadership on issues within the Department and manage implementation effectively with adherence to the Community Consultation Policy and related policies.
  • Forecast revenues for the Department (with exception of Waterfront and Cemeteries), prepare and recommend to the Director, an annual operating budget, a five-year capital plan and Department user fee schedule. Be responsible for the administration of the financial accounts and approvals of expenses related to programs, services, capital projects, grants and special events and monitor expenses/revenue against budget.
  • Ensure that recreational registration and booking software and related processes are effectively implemented and maintained.
  • Oversee the Subsidy Policy, Access to Recreation Programs, Public Art Policy, Waiving of Fees Policy, Behaviour Management Policy, Naming of Parks and Facilities, Special Events Management Policy and other relevant policies pertaining to the operations of the department, collaboration with Municipal programs such as community grants and foundational funding programs.
