The Financial Analyst is responsible for the administration, review, reconciliation and analysis of the key functional areas including capital assets, development charges, reserves and reserve funds, grants, investments and debt.

Compensation
$36.82 - $43.07 per hour. Contract term of up to thirteen (13) months. Starting approximately May/June 2024.
Qualifications
  • University Degree or Diploma in Accounting, Finance or related field. Completion or enrollment in Chartered Professional Accountant designation program would be an asset.
  • Three (3) to five (5) years of experience, including: Balance Sheet reconciliations, Financial Reporting and Analysis, Audit, fixed asset accounting.
  • Knowledge in the Public Sector Accounting Standards and Generally Accepted Accounting Principles.
  • Intermediate computer skills including Accounting/Financial software, reporting software, Microsoft Excel, Word, Powerpoint; Great Plains financial software, FMW Budgeting Software and Citywide Asset Management software would be an asset.
Responsibilities
Capital Assets
  • Responsible for Municipal capital asset accounting, including and not limited to capitalization, amortization, funding, financing, disposals, works-in-process and betterments in accordance with the Public Sector Accounting Standards.
  • Provide support for Municipal Asset Management Planning.
  • Implement and monitor a system of policies, procedures and controls for the recording of tangible capital assets and ensure compliance with accounting standards and relevant legislation.
  • Complete all relevant analysis related to capital assets for tracking, planning and reporting purposes.
  • Ensure all relevant files and schedules are prepared and completed for year-end and audit cycle, including alignment between Citywide and GL.
  • Review Council and Committee reports to track and review capital impacts.
  • Assist with the annual capital budgets and review of capital budget submissions; inclusive of amortization expense projections; ensure alignment with Municipal plans, policies and procedures.
Development Charges
  • Responsible for accounting for the collection and utilization of Municipal Development Charges; associated reporting in accordance with Provincial legislation; obligatory reserve fund accounting for Development Charges and associated financing; account for developer agreements; as well as Municipal administration of County Development Charges.
  • Prepare and maintain development charges schedules.
Reserve and Reserve Funds
  • Responsible for accounting for Municipal Reserves and Reserve Funds.
  • Ensure accuracy of accounting and budgeting for funding and utilization; associated reporting in accordance with Provincial legislation.
  • Assist with the development of the Reserve/Reserve Fund Policy and ensure adherence to the policy and related framework.
Grants
  • Coordinate Municipal requests for grant funding.
  • Provide financial review of grant applications, agreements and reporting.
  • Manage the annual formula-based grants administration.
  • Ensure accuracy of accounting and budgeting for grants, including accruals, deferrals and obligatory reserve fund accounting.
Investments & Debt
  • Prepare and maintain investment schedules.
  • Provide support with debt applications and debt forecasting.
Other
  • Perform account reconciliations and analysis of general ledger accounts as they relate to capital, debentures, grants, development charges and investment income.
  • Prepare journal entries for month-end and year-end and perform other duties.
  • Provide assistance with the annual financial year-end close process and audit.
  • Prepare related Provincial Financial Information Return (FIR) Schedules.
  • Provide assistance in preparation of reports and/or presentations for Finance Committee and Council.
  • Provide support for development and monitoring of financial plans.
  • Provide other assistance to Finance team as required.
  • Support continuous improvement, including recommending updates to policy and procedures to incorporate lean processes with adequate controls.
  • Adhere to high standards of ethical behaviour and demonstrate his/her understanding that his/her personal actions impact the public's perception of the Municipality.
  • Perform other duties as assigned by the Manager, Financial Planning or designate.
  • Assist in creation, documentation and monitoring of financial controls, policies and procedures.
