The Town of Tillsonburg is looking for a Project Manager (Town Hall) who would be responsible for the overall planning, procurement, administration, and delivery of the Town's Consolidated Town Hall Project. The position acts as the Town's project lead and owner's representative throughout all phases of the project, including design, procurement, contract administration, construction, occupancy, and project close-out.
The current approved project consists of the renovation and modernization of the Customer Service Centre into a consolidated Town Hall with an estimated construction value of approximately $6 million, utilizing a Design-Build delivery model under a CCDC 14 Design-Build Stipulated Price Contract. The Project Manager will be responsible for coordinating consultants, contractors, internal stakeholders, Council, regulatory agencies, utility providers, and external partners to ensure successful project delivery.
Given the strategic nature of the initiative and the potential for future Council direction, the Project Manager must also be capable of managing significant changes to project scope.
The position requires a highly skilled professional with extensive experience in municipal capital project delivery, procurement, construction administration, contract management, budget control, stakeholder engagement, and risk management.

Responsibilities
- Provides overall project leadership for the Town Hall Consolidation Project from inception through occupancy and warranty completion.
- Acts as the Town's designated Project Manager and Owner's Representative.
- Develops project execution plans, schedules, budgets, risk registers, and reporting frameworks.
- Ensures project objectives are achieved within approved scope, schedule, quality, and budget parameters.
- Oversees all phases of project planning, design, procurement, construction, commissioning, and occupancy.
- Administers the Town's CCDC Contract.
- Coordinates contract execution, monitoring, compliance, and performance evaluation.
- Reviews contractor submissions, schedules, work plans, shop drawings, design submissions, and project deliverables.
- Leads contract negotiations and oversees contract amendments when required.
- Evaluates scope changes and oversees change orders and contingency utilization.
- Reviews and recommends progress payments and substantial performance certifications.
- Coordinates dispute resolution and claims management activities.
- Maintains comprehensive project documentation and records.
- Develops procurement strategies consistent with Municipal Act requirements, trade treaty obligations, purchasing policies, and best practices.
- Leads procurement activities including:
- Requests for Information (RFI)
- Expressions of Interest (EOI)
- Requests for Qualifications (RFQ)
- Requests for Proposal (RFP)
- Tenders (RFT)
- Coordinates evaluation committees and procurement documentation.
- Ensures transparency, fairness, and compliance with municipal procurement requirements.
- Manages project budgets currently valued at approximately $6 million and potentially higher should scope changes occur.
- Identifies budget risks and mitigation strategies.
- Provides regular budget updates to senior management and Council.
- Assists with grant administration and funding compliance.
- Acts as the primary liaison between all Town departments, Senior Leadership Team, consultants, contractors, and external stakeholders throughout the planning, design, and construction phases of the project.
- Coordinates project meetings and project communication plans.
- Provides presentations and technical reports to Council, Committees, and Senior Leadership.
- Facilitates workshops, meetings, and consultation sessions with departmental representatives to identify operational requirements and ensure facility designs support current and future service delivery needs.
- Leads the development and validation of space programming requirements for office areas, customer service functions, meeting rooms, records storage, council chambers, public spaces, and support facilities.
- Works collaboratively with architects, designers, and departmental stakeholders to develop efficient and functional workplace layouts that maximize operational effectiveness, customer service delivery, accessibility, security, and long-term flexibility.
- Reviews design submissions for compliance with project requirements.
- Coordinates permit approvals and regulatory submissions.
- Monitors construction quality, safety, schedule performance, and contract compliance.
- Coordinates occupancy planning and operational transition activities.
- Identifies project risks and develops mitigation strategies.
- Monitors procurement, legal, contractual, financial, scheduling, and construction risks.
- Supports litigation avoidance and contract dispute resolution efforts.
- Ensures proper project governance and documentation.
- Attends Council, Committee and public meetings as required to provide technical information, project updates, and professional recommendations regarding project scope, schedule, procurement, budget, and risks.
- Develops briefing materials, presentations, decision reports, and project communications to support Council's decision-making process.
- Tracks and reports key project performance indicators.
- Promotes a safe work environment.
- Monitors contractor compliance with Occupational Health and Safety Act requirements.
- Participates in site safety meetings and reviews safety documentation.
- Ensures project activities align with applicable legislation and Town policies.
- Adheres to all Town policies, procedures, and bylaws.
- Supports departmental goals and corporate strategic initiatives.
- Performs other related duties as assigned by the Director of Operations and Development.
- Diploma in Civil Engineering Technology, Architectural Technology, Construction Engineering Technology, Construction Management, or a related field combined with extensive relevant experience.
- University degree in Engineering, Architecture, Construction Management, Project Management, Building Science, Facilities Management, or related discipline an asset.
- Professional designations are considered strong assets:
- Professional Engineer (P.Eng.)
- Certified Engineering Technologist (CET)
- Project Management Professional (PMP)
- Gold Seal Certification (GSC)
- Professional Quantity Surveyor (PQS)
- Certified Facility Manager (CFM)
- Minimum 4 years of progressively responsible experience in capital project management.
- Minimum 4 years of experience managing vertical construction, building renovations, municipal facilities, institutional, commercial, or public-sector projects.
- Demonstrated experience administering construction contracts valued between $5 million and $20 million.
- Experience administering CCDC contracts, particularly Design-Build delivery models.
- Experience managing architects, engineers, consultants, and contractors.
- Experience managing occupied building renovations is considered an asset.
- Thorough knowledge of project management principles and practices.
- Extensive knowledge of construction project delivery methods.
- Strong understanding of CCDC contract documents, particularly:
- CCDC 14 Design-Build Contract
- CCDC 2 Stipulated Price Contract
- CCDC 5 Construction Management Contract
- Knowledge of Ontario Building Code requirements.
- Knowledge of Occupational Health and Safety Act requirements.
- Understanding of municipal procurement legislation and trade agreements.
- Strong financial management and budget control skills.
- Excellent report writing and presentation skills.
- Excellent negotiation and conflict resolution abilities.
- Strong leadership and stakeholder management skills.
- Ability to manage multiple competing priorities and deadlines.
- Proficiency in Microsoft Office Suite, project scheduling software, and document management systems.
- Valid Ontario Class G Driver's Licence required.
Working Conditions
- Primarily office-based with regular attendance at construction sites.
- Required to be present in the office five (5) days per week.
- Attendance at evening Council and Committee meetings may be required.
- Occasional exposure to active construction environments, weather conditions, noise, dust, and construction hazards.
