Key Responsibilities

• Stabilization & Optimization: Drive the post go-live optimization of the modernized ROCS case management ecosystem, focusing directly on Model-Driven Apps (MDA) and Power Pages Portal infrastructure.

• Architecture & Design: Review, author, and expand end-to-end architecture artifacts, including Business, Logical, and Physical Architecture designs alongside deep functional specification manuals.

• IT Solution Enhancement: Design, configure, code, and deploy application enhancements while systematically identifying and remediating system performance defects.

• Systems Integration: Architect secure data integrations between the Microsoft Cloud stack and internal Ontario Public Service (OPS) services.

• Compliance Frameworks: Validate all custom portals and internal forms against the Accessibility for Ontarians with Disabilities Act (AODA), Ontario Digital Service Design Guidelines, and GO-ITS 25.0 General Security Requirements.

• Operations & ALM: Deliver structured packaging, deployment, and data migration strategies across all cloud environments; facilitate thorough knowledge transfer sessions for the internal project team.

Technical and Experience Requirements

Microsoft Cloud Core Engineering (70%)

• Over 8 years of experience in technical solution development, configuration, and deep customization within Model-Driven Apps (MDA), Power Pages Portals, Power Automate, and complex case management engines.

• High proficiency with the enterprise Microsoft cloud ecosystem, specifically: Dynamics 365 CRM, Azure DevOps, Key Vault, API Management, Logic Apps, Power BI, Azure Active Directory, and App Insights.

• Hands-on experience developing specialized C# plugins (synchronous and asynchronous), optimizing FetchXML, processing transactions, creating custom workflow activities, and leveraging Plugin Profiler debugging.

• Proven background architecting role-based access control (RBAC), Field-Level Security (FLS), document management boundaries, and secure Dataverse schemas.

• Demonstrated history managing data engineering migrations using KingswaySoft, executing Oracle-to-Dataverse extraction pipelines, and configuring Azure Blob Storage for Attachment Management with MS Dynamics 365.

• Direct working knowledge of ODAS and WCAG 2.1 accessibility standards for user-facing portals and internal forms.

Testing, QA, and Soft Skills (30%)

• Comprehensive experience establishing testing methodologies and driving official OPS Quality Assurance activities.

• Superior verbal and written communication skills needed to facilitate technical workshops, align cross-functional teams, and present conceptual solutions to management under aggressive timelines.

Critical Must-Haves

• Minimum of 7 years of technical hands-on development and configuration experience.

• Documented experience with Microsoft Dynamics 365 CRM, Power App Portals, Power Automate, Azure Services, and Azure Attachment Storage.

• Dedicated background integrating Azure Storage for Attachment Management within a cloud-based MS Dynamics 365 footprint.

• Proven execution designing portal applications containing strict User Access, Profile Management, and Role-Based Data Access Controls.
