Position Title: Planning & Development Coordinator

Position Type: Full-Time

Reports to: Manager, Lands

Job Overview

Reporting to the Manager, Lands, the Planning & Development Coordinator is responsible for supporting the planning, intake, coordination, review, tracking, and administration of development-related activities on Haisla Nation reserve lands under the Haisla Land Code. The position serves as a central coordination role for community planning initiatives, development applications, land use permits, development permits, internal review processes, archaeological permit coordination, land use compliance tracking, and implementation of approved land use planning tools, including the Official Community Plan, Land Use Plan, Zoning Law, Development Procedures, and related Land Code laws and policies.

The Planning & Development Coordinator plays a key role in implementing the Land Code development process by coordinating development intake, completeness review, technical review, cultural and archaeological review, permit conditions, approvals, permit issuance, tracking, monitoring, and compliance follow-up. This role ensures development activity on reserve lands is reviewed consistently, documented properly, and aligned with Haisla Nation's land governance framework, community planning priorities, infrastructure requirements, cultural heritage protection, and environmental responsibilities.

Duties & Responsibilities

Land Code Development Process Coordination

  • Coordinate development applications from initial inquiry through intake, review, approval, issuance, monitoring, and file closure.
  • Apply and administer the Land Code development process, including completeness review, technical review, cultural review, permit issuance, condition tracking, and compliance follow-up.
  • Maintain development process checklists, intake forms, workflow tools, templates, and tracking systems.
  • Ensure development files follow approved processes and are properly documented at every stage.
  • Track timelines, review comments, approvals, conditions, and outstanding requirements.

Application Intake and Development Review

  • Receive, review, log, and track development-related applications and inquiries.
  • Review applications for completeness and verify that all required documentation has been submitted.
  • Assist applicants, departments, members, and proponents with development application requirements.
  • Coordinate circulation of applications to relevant internal departments.
  • Prepare file summaries, review notes, approval packages, draft conditions, and correspondence.
  • Track application status and maintain communication with applicants and reviewers.

Community Planning and Land Use Planning Support

  • Support implementation of the Official Community Plan, Land Use Plan, Zoning Law, Development Procedures, and related Land Code policies.
  • Assist with community planning projects, studies, mapping exercises, engagement activities, and implementation workplans.
  • Coordinate planning meetings, timelines, materials, action items, and follow-up tasks.
  • Review development proposals for consistency with approved planning and zoning requirements.
  • Identify planning conflicts, land use concerns, servicing constraints, and policy gaps.
  • Assist in preparing reports, briefing notes, and planning materials.

Archaeological and Cultural Heritage Coordination

  • Identify development applications requiring archaeological, cultural heritage, or traditional use review.
  • Coordinate with the Culture and Language Department regarding archaeological permits and cultural heritage requirements.
  • Ensure cultural and archaeological requirements are incorporated into review timelines and permit conditions.
  • Track permit requirements, field reviews, recommendations, and approval conditions.
  • Maintain records of referrals, recommendations, approvals, and correspondence.

Internal Technical Review Coordination

  • Coordinate technical review of development applications across internal departments.
  • Track review comments, conditions, concerns, and outstanding requirements.
  • Coordinate review meetings and follow-up discussions as needed.
  • Consolidate technical feedback and provide recommendations to the Manager, Lands.
  • Identify conflicts related to infrastructure, servicing, environmental protection, cultural heritage, zoning, and land use requirements.

Permitting and Development Approval Support

  • Prepare draft permits, approval letters, refusal letters, file summaries, and decision packages.
  • Ensure approvals are documented and authorized in accordance with the Haisla Land Code and applicable policies.
  • Track permit expiry dates, conditions, fees, deposits, reporting requirements, and inspections.
  • Maintain a registry of active permits, applications, and approvals.
  • Coordinate with the Environmental Compliance Coordinator and Lands team on development-related requirements.

Compliance Tracking and Monitoring Support

  • Track compliance with permit conditions, approval requirements, and archaeological obligations.
  • Maintain a compliance tracking system for active development files.
  • Identify missed deadlines, unauthorized works, incomplete requirements, and non-compliance issues.
  • Coordinate follow-up activities with relevant departments and staff.
  • Support enforcement documentation under the Land Code and applicable Haisla laws and policies.

Records, Mapping, and File Management

  • Maintain complete and organized electronic and physical records for development applications, permits, planning initiatives, approvals, and compliance files.
  • Ensure records are stored according to Lands Department standards.
  • Support integration of development records with GIS, land registry, mapping, and permit tracking systems.
  • Maintain current tracking sheets for applications, decisions, deadlines, and follow-up items.
  • Ensure development records are complete, accessible, and audit-ready.

Reporting and Communication

  • Provide regular updates and reports regarding application status, review timelines, planning issues, compliance matters, and development pressures.
  • Prepare meeting materials, briefing notes, file summaries, and correspondence.
  • Communicate professionally with members, departments, applicants, contractors, consultants, and external agencies.
  • Ensure sensitive land, governance, legal, and cultural information is handled confidentially and appropriately.

Skills & Qualifications

  • Diploma or degree in Planning, Land Management, Public Administration, Natural Resources, Indigenous Governance, Environmental Planning, or a related field; or an equivalent combination of education and experience.
  • 3-5 years of experience in land administration, planning coordination, development approvals, permitting, municipal planning, First Nation land management, or a related field
  • Experience working for a band government or Indigenous organization is an asset.
  • Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
  • Strong working knowledge of Microsoft Office (Excel, Word, PowerPoint) and various databases, search engines and Outlook/email.
  • Strong organizational and time management skills with an attention to detail.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
  • Excellent interpersonal and communication skills, both verbal and written.
  • Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Salary Range: $30.35/hr - $35.71/hr
