Position Overview
HOCS Projects is seeking an experienced Instrumentation & Controls (I&C) Lead to provide technical authority, discipline leadership, and Engineer of Record accountability for industrial projects.
You will lead I&C engineering from concept development through detailed engineering, procurement, construction, commissioning, and project close-out while ensuring technical quality, integrated execution, client alignment, and adherence to budget and schedule commitments.
Key Responsibilities
- Serve as the I&C Discipline Lead and technical authority on assigned projects.
- Act as Engineer of Record and take professional responsibility for applicable I&C engineering deliverables.
- Lead instrumentation and controls engineering from concept development through detailed design, procurement, construction, commissioning, and close-out support.
- Oversee instrument selection, sizing and data sheets, instrument index, I/O assignments, control narratives, cause-and-effect matrices, schematics, loop and wiring drawings, panel design, and construction work packages.
- Define and review control-system and network architectures, including PLC, DCS, SCADA, ESD/SIS, and BMS environments, as applicable.
- Lead or support hazard, design, constructability, and operability reviews.
- Lead or support factory acceptance testing for control-system hardware and software.
- Ensure designs comply with applicable legislation, regulations, codes, industry standards, client requirements, and HOCS quality procedures.
- Define discipline scope and deliverables and provide input to proposals, estimates, execution plans, schedules, forecasts, and change requests.
- Allocate and manage I&C engineering resources and monitor progress against budget and schedule commitments.
- Coordinate with Process, Mechanical, Electrical, Civil/Structural, Operations, Construction, Commissioning, Procurement, vendors, and other stakeholders.
- Interface directly with clients to clarify requirements, communicate technical issues, and maintain design alignment throughout project execution.
- Review vendor documentation and technical submissions.
- Support procurement, system integration, construction, commissioning, and start-up activities.
- Mentor engineers and technologists while strengthening discipline standards, practices, and technical capabilities.
Education & Professional Registration
- Bachelor's degree in Engineering from an accredited institution.
- Current Professional Engineer (P.Eng.) registration with APEGA required.
- Ability to authenticate applicable I&C documents as Engineer of Record.
Experience & Technical Qualifications
- Minimum 10 years of progressive instrumentation and controls engineering experience in an industrial consulting environment.
- Oil and gas industry experience is strongly preferred.
- Demonstrated experience leading I&C scope on multidisciplinary industrial projects through multiple phases of execution.
- Strong knowledge of industrial instrumentation design, specification, sizing, procurement, control systems, shutdown systems, and system integration.
- Experience developing or reviewing:
- Control-system architecture
- Control narratives
- Cause-and-effect diagrams
- Alarm and shutdown requirements
- I/O assignments
- Schematics
- Loop and wiring drawings
- Panel designs
- Experience coordinating formal design and hazard reviews, vendor packages, and factory acceptance testing.
- Experience supporting procurement, construction, commissioning, start-up, and resolution of field technical issues.
- SmartPlant Instrumentation / InTools experience is a strong asset.
- Proficiency with Microsoft Office and relevant I&C engineering software tools.
- Strong technical judgment, leadership, organization, communication, and problem-solving skills.
- Legally entitled to work in Canada.
- Ability to travel to client, vendor, and project sites as required.
