Chief Estimator

Position Overview:

We are seeking an experienced Chief Estimator to lead our estimating department and oversee the preparation of accurate, competitive, and strategic cost estimates for heavy civil construction projects. This leadership role is responsible for managing the estimating team, evaluating project risks, reviewing bid opportunities, and ensuring estimates align with company objectives and current market conditions.

The ideal candidate will possess strong leadership skills, extensive heavy civil estimating experience, and the ability to collaborate effectively with project management, operations, subcontractors, and clients throughout the preconstruction process.

Key Responsibilities

• Lead the estimating department in preparing accurate and competitive cost estimates and bid proposals.
• Oversee the preparation of design-build proposals and provide leadership and direction to the estimating team.
• Analyze project specifications, market conditions, and bid risks to develop successful bidding strategies.
• Collaborate with Project Managers and Superintendents to review tender documents, project schedules, risks, opportunities, and productivity expectations.
• Review and approve cost estimates, subcontractor quotations, vendor pricing, and final bid submissions before tender closing.
• Coordinate successful bid handovers to the operations team, ensuring a smooth transition from estimating to project execution.
• Participate in project forecast meetings and provide pricing support for change orders and additional work.
• Mentor, coach, and develop estimating staff through training and performance guidance.
• Continuously improve estimating processes, procedures, and best practices.

Qualifications

• Bachelor's degree in Civil Engineering or an equivalent combination of education, training, and relevant experience.
• Minimum of 10 years of construction estimating experience, with a strong focus on Heavy Civil and Paving Operations.
• Proven experience preparing complex estimates for public and private infrastructure projects.
• Strong ability to read and interpret construction drawings, plans, specifications, and contract documents.
• Thorough understanding of P3 (Public-Private Partnership) projects and Alternative Delivery Model (ADM) procurement methods.
• Advanced proficiency with Microsoft Office Suite (Word, Excel, Outlook).
• Experience using Bluebeam, HCSS HeavyBid, or equivalent construction estimating software.
• Familiarity with MTO (Ministry of Transportation Ontario) and municipal contracts and specifications is considered an asset.
