Steer is seeking a Proposal Manager to lead the production, coordination, and quality of all firm proposals. This role is responsible for ensuring proposals are compelling, compliant, and delivered on time—while continuously improving internal processes and materials to strengthen competitiveness.
You will work closely with technical leads, marketing, and leadership to translate ideas into high-quality submissions and to institutionalize best practices in proposal development. High priority/value proposals will be produced in InDesign. Others will be produced in Word or Google.
How You'll Spend Your Time
Proposal Production & Coordination (approximately 75%)
- You will oversee end-to-end proposal development, including:
- Managing proposal timelines, deadlines, and submission requirements across multiple concurrent pursuits
- Coordinating internal teams, including technical leads and contributors, to ensure timely and high-quality content development
- Writing, editing, and compiling proposal narratives to ensure clarity, consistency, and alignment with client requirements
- Leading compliance reviews to ensure all submissions meet RFP/RFQ specifications
- Facilitating review processes (e.g., pink, red, and gold team reviews) to improve quality and competitiveness
- Managing final production and submission, including formatting, packaging, and delivery
Proposal Strategy & Content Development (approximately 25%)
- You will strengthen proposal quality and efficiency through systems and content, including:
- Maintaining and improving proposal templates, resumes, and project profiles
- Partnering with leadership to develop win themes, messaging strategies, and positioning
- Capturing lessons learned and continuously refining proposal processes
- Supporting the development of reusable content libraries to increase efficiency and consistency
- Using AI to improve efficiency and consistency
Other
- Supporting broader sales and marketing team to ensure proper coverage of team responsibilities as required
Requirements
Who Should Apply?

- Writing & Editing: Excellent ability to produce clear, persuasive, and well-structured content
- Project Management: Experience managing multiple deadlines and coordinating across teams
- Attention to Detail: Strong focus on compliance, formatting, and quality control
- Strategic Thinking: Ability to align proposal content with broader positioning and win strategy
- Collaboration: Strong interpersonal skills for working ross diverse teams
- Self-Motivation: Proactive initiative in an autonomous, hybrid in-person/remote environment
Skills
- Experience with InDesign is preferred and will be required as part of the role, alongside other design tools such as Canva, which can be taught and supported through training.
- AI proficiency required

This role is could be based in one of our NA offices (New York City, Toronto, Vancouver, Los Angeles, or Washington, DC)

This is a full-time remote position with a salary range of $65-70 USD/year plus benefits. Our benefits include:

Interview process
We use a structured, stage-based hiring process. Not all applicants will advance to each round.
Stage 1: Initial Interview (30 minutes, Zoom): A conversation with the hiring and reporting manager focused on your background, interest in the role, and alignment with the position.
Stage 2: Team Interview & Portfolio Review (60 minutes, Zoom): Selected candidates will meet with members of the team to discuss experience in more depth and discuss previous work experience.
Stage 3: Design Exercise (Short Assignment & Blind Review): A small group of finalists will complete a brief exercise. Submissions will be reviewed anonymously by members of the team before a discussion conversation.
Stage 4: Final Conversation (30 minutes, Zoom or in person): One to two finalists will meet with leadership to discuss role expectations, team fit, and compensation.
