The Senior Quantity Surveyor plays a key role in the commercial management of major infrastructure works within a complex, multi-stakeholder environment. This position is responsible for cost planning, contract administration, change management, and financial reporting across the full project lifecycle, supporting the delivery of sub-programs such as Airfield Civil & Electrical, Interim Infrastructure, GHG, and Priority Projects.
Working within a progressive design-build environment, the Senior QS ensures accurate cost control, proactive risk management, and alignment with target price objectives, while supporting collaborative decision-making across design, construction, and commercial teams.
Responsibilities
- Lead cost planning, estimating, and budgeting activities across assigned projects or sub-programs
- Manage and administer contracts, ensuring compliance with commercial terms and conditions
- Monitor project costs, forecasts, and cash flow, identifying risks and opportunities proactively
- Prepare, review, and negotiate change orders, variations, and claims
- Support development and validation of Target Price in a progressive design-build environment
- Conduct detailed cost analysis and provide recommendations to optimize value and reduce risk
- Collaborate with design, construction, and procurement teams to align cost, scope, and schedule
- Manage subcontractor commercial processes including procurement support, valuations, and final accounts
- Prepare and present commercial reports, including cost-to-complete, variance analysis, and risk registers
- Support dispute resolution processes and provide contractual guidance to project teams
- Ensure accurate and timely documentation of all commercial activities and correspondence
- Mentor and support junior commercial staff as required
Desired Skills, Knowledge, Competencies and Qualifications
- Degree in Quantity Surveying, Construction Management, Engineering, or a related field
- 10+ years of experience in quantity surveying or commercial management within large infrastructure or construction projects
- Experience working in progressive design-build, design-build, or similar collaborative delivery models
- Strong knowledge of contract forms (e.g., CCDC, NEC, FIDIC or equivalent)
- Demonstrated experience managing cost control, forecasting, and financial reporting on complex projects
- Proven experience with change management, claims, and contract negotiations
- Strong understanding of risk management and cost planning methodologies
- Experience working in multi-stakeholder or joint venture environments is an asset
- Advanced proficiency in cost management tools and Microsoft Office (Excel, Power BI preferred)
- Strong analytical, negotiation, and problem-solving skills
- Excellent communication skills with the ability to influence stakeholders at all levels
- Ability to work in a fast-paced, high-volume environment with competing priorities
