About the Project:

The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.

Position Overview:

The Tunnels & Elevated Guideway Construction Manager is responsible for leading the safe, efficient, and compliant delivery of both tunnelling (underground) and elevated guideway (above-ground) construction works on major rail transit infrastructure projects delivered by Trillium Rail Partners (TRP).

This role provides end-to-end construction leadership across complex civil and structural scopes, including tunnelling operations, underground structures, foundations, piers, and elevated superstructures. Operating within a design-build / P3 environment, the Construction Manager ensures seamless coordination across multiple work fronts, disciplines, and stakeholders in often constrained urban and brownfield environments.

Key Responsibilities:

Construction Leadership & Delivery

  • Lead and manage all tunnel and elevated guideway construction activities, including excavation, ground support, structural lining, shafts, piers, columns, pier caps, and superstructure installation.
  • Oversee day-to-day field operations across multiple work fronts, ensuring compliance with approved drawings, specifications, and construction methodologies.
  • Drive construction sequencing, productivity, and schedule performance for both underground and elevated scopes.
  • Coordinate works with adjacent station construction, utilities, track, systems, and third-party interfaces.

Safety, Quality & Compliance

  • Champion a strong safety culture across high-risk environments, including underground works and working at heights.
  • Ensure compliance with TRP safety policies, regulatory requirements, and industry best practices.
  • Oversee QA/QC processes, inspections, testing, deficiency management, and close-out for all structural works.

Design & Technical Coordination

  • Collaborate with design teams to address constructability, staging, and access challenges across tunnels and elevated structures.
  • Review and support approval of shop drawings, method statements, lifting plans, tunnelling plans (e.g., TBM/SEM), and RFIs.
  • Manage design changes and assess impacts to cost, schedule, safety, and interfaces.

Stakeholder & Interface Management

  • Act as the primary construction interface for tunnel and elevated guideway scopes, coordinating with internal teams, subcontractors, inspectors, and third-party stakeholders.
  • Manage impacts to existing infrastructure, utilities, traffic, and adjacent properties in urban environments.
  • Support coordination with municipalities, authorities having jurisdiction (AHJs), and transit stakeholders.

Risk, Reporting & Controls

  • Provide regular reporting on construction progress, safety metrics, risks, and key milestones.
  • Proactively identify and mitigate risks, including geotechnical conditions, access constraints, logistics, and interface conflicts.
  • Support claims avoidance and resolution through accurate documentation and proactive issue management.

Commissioning & Handover Support

  • Support readiness for track installation, systems integration, and commissioning activities.
  • Ensure completion of construction deliverables, as-built documentation, and deficiency close-out.
  • Coordinate with downstream teams to support transition to testing and revenue service.

Qualifications:

  • Degree or diploma in Civil Engineering, Structural Engineering, Construction Management, or a related discipline.
  • Significant experience managing tunnelling, underground works, and/or elevated guideway/bridge construction on large infrastructure or transit projects.
  • Strong understanding of tunnelling methods (e.g., TBM, SEM/NATM, cut-and-cover) and elevated structural systems (precast and cast-in-place).
  • Proven experience in design-build and/or P3 project environments.
  • Experience in urban, brownfield, or live-operations environments is highly desirable.
  • Experience managing unionized construction workforces is an asset.

  • Strong leadership and decision-making skills in complex, safety-critical environments.

  • Excellent coordination and stakeholder management capabilities.

  • Deep understanding of heavy civil construction sequencing, risk management, and interface coordination.

  • Ability to manage multiple work fronts and competing priorities.
  • Proficiency with construction management tools (e.g., MS Office, Bluebeam; BIM experience an asset).
